Opinions on Strengthening the High-Level Talents Team Construction in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People's Government

关于加强高层次人才队伍建设若干意见

In order to carry out the spirit of the national and provincial talents work conference, further optimize the talents development environment of the city, and to create new advantages, combined with the present situation of Zhuhai, several observations on strengthening the development of High-Level Talents are as follows:

为深入贯彻落实全国、全省人才工作会议精神,进一步优化人才发展环境,增创人才发展新优势,结合我市实际,现就加强高层次人才队伍建设提出如下意见。

1.     Guiding Ideology

    一、指导思想

With the guidance of Deng Xiaoping Theory and the "Three Represents", we should thoroughly implement a scientific outlook of development, firmly regard human resources as the primary resources and talents as the first advantages, vigorously fulfill the strategy of “Talents Strengthen the City," solidly promote social development with a balanced population, speed up industrial restructuring and upgrading, create demand for talents, optimize a talents development environment, and adhere to the priority of facilitating innovation in human resources, talent structures, talent investments and personnel systems. We strongly believe that the priority development of talents will lead the scientific development of society.

以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,牢固树立人才资源是第一资源、人才优势是第一优势的理念,大力实施“人才强市”战略,扎实推进人口均衡型社会建设,加快产业转型升级,创造人才需求空间,优化人才发展环境,坚持人才资源优先开发、人才结构优先调整、人才投入优先保证、人才制度优先创新,以人才优先发展引领经济社会科学发展。

2. Overall Goal

二、总体目标

With the city development goals of the next five to ten years and based on the good use of existing talents and services, we should focus on the introduction and training of High-Level Talents for economic and social development and create a good environment for the growth of talents. In order to enhance the core competitiveness of talents and provide intellectual support, a group of academic and technical leaders, high-level creative talents, professional talents, high-skilled talents and R&D innovation teams is essential. For the “Taking the Lead in Transformation and Upgrading to Create of a Happy Zhuhai" plan, we will accelerate the construction of the core cities around the west bank of the Pearl River Delta.

紧密围绕我市今后五至十年的发展目标,以做好现有人才的使用和服务为基础,以引进和培养经济社会发展所亟需的高层次人才为重点,以营造人才成长的良好环境为关键,引进和培养一批有影响力的学术、技术带头人和研发创新团队,集聚一批高层次创新创业人才、急需紧缺专门人才和高技能人才,全面提升人才队伍的核心竞争力,为“率先转型升级、建设幸福珠海”,加快建设珠江口西岸核心城市提供智力支持和人才保障。

3. Implementation of the "Seven Projects”

三、实施“七大工程”

a. Accelerate transformation and upgrading by implementing the talents introduction project.

(一)加快转型升级,大力实施人才需求提升工程。

Establish systems of industrial transformation and upgrading with governmental guidance. Stimulate the innovative power of various types of enterprises and create opportunities for talents. For accelerating the transformation of economic developments, make integrated use of financial supports, tax incentives, environmental protection, intellectual property rights safeguards, minimum wage standards, and the priority of ensuring the land for projects and improvement of public service platforms. Focus on the advantages of traditional industries, vigorously develop high-end manufacturing industries, high-end services industries and high-tech industries, build an integrated industrial platform and industrial park, pay attention to the leading major projects, and develop strategic emerging industries. Zhuhai will become a paradise of industrial and talent development and offer more opportunities for High-Level Talents. 

建立产业转型升级的政府引导与倒逼机制,激发各类企业的创新动力,创造巨大的高层次人才需求。以加快转变经济发展方式为契机,综合运用财政支持、金融扶持、税收优惠、环保准入、知识产权保护、最低工资标准、优先保证项目用地、完善公共服务平台等手段,着力改造提升优势传统产业,大力发展高端制造业、高端服务业和高新技术产业,打造产业大板块,整合工业大园区,狠抓龙头大项目,发展战略性新兴产业,加快形成“三大一新”产业发展格局,使珠海成为产业发展的高地、人才创业的热土,为高层次人才提供更广阔的需求空间和发展舞台。

b. Adhere to high-end leads by implementing the outstanding talents leading engineering project.

(二)坚持高端引领,大力实施杰出人才引领工程。

Establish a talents reward system. The “Outstanding Talents in Zhuhai City” are selected once every two years and there are no more than two prizewinners each time. 5,000,000 RMB will be rewarded. The “Outstanding Contributions in Zhuhai City” are selected once every two years, cover the fields of research, technology, skills, management and culture and there are no more than 10 prizewinners each time. 500,000 RMB will be rewarded. Publicize the stories of the talents and enhance social awareness and the influence of the prize-winners so that they can play a leading role in society. Create a good atmosphere for respecting knowledge, talent and creation and strive for comprehensive development.

建立优秀人才评选奖励制度。设立“珠海市杰出人才奖”,每两年评选一次,对在我市经济社会发展中做出卓越贡献的优秀人才予以表彰和奖励,每届不超过2人,给予每名获奖者500万元奖励;设立“珠海市突出贡献人才奖”,每两年评选一次,对在科研、技术、技能、管理和文化等领域做出突出贡献的优秀人才予以表彰和奖励,每届不超过10人,给予每名获奖者50万元奖励。大力宣传优秀人才的典型事迹,着力提升优秀人才的社会知名度和影响力,充分发挥其示范带动作用,努力营造尊重知识、尊重人才、尊重创造的良好氛围,引领高层次人才队伍全面协调发展。

c. Encourage innovation and investment by implementing talent development projects.

(三)鼓励创新创业,大力实施“双创”人才开发工程。

Accelerate the innovation and investment of talent teams. Support scientific and technological enterprises, national key laboratories, corporate engineering research centers, universities and research institutes, demonstration bases, postdoctoral workstations, and high-tech business parks. Create innovation bases with their own R&D capability, high technologies, strong market competitiveness and great developmental potential. Encourage High-Level Talents to come to Zhuhai for research projects as well as technological innovation and investments. Focus on teams and individuals with technological breakthroughs, high-tech industry developments and a leading role in emerging industries. Offer strong financial support and ensure a funding system composed of cooperative support by the government, society, and enterprises.

加快“双创”载体和“双创”人才队伍建设。支持科技型企业、国家级重点实验室、企业工程研究中心、产学研示范基地、博士后工作站、高科技创业园区的创办、建设与发展,形成一批拥有自主研发能力、技术含量高、市场竞争力强、极具发展潜力的创新创业基地。鼓励高层次人才来珠海从事项目研发、技术创新和自主创业,重点培养、引进一批能够突破关键技术、发展高新产业、带动新兴学科的创新创业团队和领军人才。加大对创新创业基地和创新创业人才的财政支持力度,形成一套政府、社会、企业共同支持的多渠道、多层次经费保障机制。

d. Broaden recruitment channels by implementing projects for the attraction of overseas talents.

(四)拓宽引智渠道,大力实施海外人才集聚工程。

Enhance talents intellectual development and the introduction of overseas talents. Broaden recruitment channels with the assistance of all kinds of student services platforms and institutions. With the combination of both national and international talents, make full use of the Overseas Students Investment Park, encourage high-tech enterprises to introduce talents and knowledge, offer strong financial support, and attract overseas High-Level Talents to come to Zhuhai for investment. For people selected by the “Thousand Talents Project” and offered national subsidies for overseas students’ innovation and investment, the same amount of subsidies will be provided. Encourage people to join the introductory projects of foreign talents and support strategic and emerging industries and major projects. Hire experts of an international level in the fields of scientific research, education, culture, and health, and these selected experts will enjoy certain benefits.

提升人才智力资源开发的国际化水平,加大国(境)外人才智力引进力度。借助各类留学生服务平台和机构网络,广开引智渠道。通过走出去与请进来相结合、发挥留学人员创业园作用、调动高新技术企业招才引智积极性、加大资金扶持力度等措施,吸引海外高层次人才来珠海发展。海外人才入选国家“千人计划”或获得国家留学人员创新创业项目资金资助的,进行等额配套资助。鼓励申报我市引进国外智力项目,重点支持战略性新兴产业、重大工程、重点项目以及科研、教育、文化、卫生等领域聘请具有国际一流水准的国(境)外专家来珠海工作,经评审立项的,所聘请国(境)外专家可享受专项工作和生活补贴和绿色通道服务。

e. Offer services to the strategic industries by implementing supporting projects.

(五)服务战略产业,大力实施产业人才配套工程。

Develop modern industries and create favorable conditions for talents. Strengthen the awareness of “Industries to Attract Talents and Talents to Lead the Development of Industries” policy and create a high-level group of modern industries. Offer strong supports for “7 • 50 Projects” and the introduction of High-Level Talents through working allowances, subsidies and assistance with spousal employment and children’s schooling. Encourage technology and patent sharing and respect knowledge, technology, management and skills. We have the goal of “First-Class Talents, First-Class Contributions, and First-Class Treatment.” Realize the growth of the talents and development of industrial projects in a way that simultaneously promotes both.

保障现代产业体系建设的人才支撑,为现代产业发展培养引进人才创造有利条件。强化产业聚集人才、人才引领产业的意识,打造现代产业领域高层次人才队伍。对列入“750工程” 重点培育的现代产业项目培养、引进高层次人才给予重点支持。开辟高层次人才服务绿色通道,对“750工程”项目的高层次人才给予工作津贴、培训补贴,优先协助解决其居住、配偶就业、子女入学等问题,鼓励技术入股、专利入股,支持知识、技术、管理、技能等要素参与分配,体现“一流人才、一流贡献、一流待遇”,实现人才服务与产业项目成长相互促进。

f. Strengthen talents training by implementing Young Talent cultivation project.

(六)加强人才培养,大力实施青年优秀人才培育工程。

Establish a cultivation project for Young Talents and create a solid foundation for High-Level Talents.  Realize sustainable development. In high-tech, high-end manufacturing, high-end services and strategic emerging industries, we should select a group of research talents, management talents, high-skilled talents and outstanding college graduates with solid abilities, great potential and outstanding performance each year to make up an exceptional Young Talents team. Those talents can enjoy benefits, allowances and assistance in housing.

建立完善青年优秀人才培育机制,夯实高层次人才队伍的发展基础,实现高层次人才队伍的可持续发展。每年在高新技术、高端制造、高端服务业及战略性新兴产业领域,择优选拔一批基础好、潜力大、业绩突出的急需紧缺技术研发人才、经营管理人才、高技能人才及优秀高校毕业生,通过跟踪服务、动态管理、工作补贴和住房保障等措施,在培养期内进行个性化重点培养,为他们成长创造有利条件,培育一支具有良好发展潜力、奋发有为的青年优秀人才队伍。

g. Provide skills training by implementing talent development projects.

(七)强化技能训练,大力实施技能人才发展工程。

Promote and realize the coordinated development of human resource structures and industrial transformation and upgrading. Innovate the talents training system, promote vocational qualification and technician evaluation systems, and ensure the skilled education and employment of young people in urban and rural areas. Support enterprises to increase training investments and develop a training system to upgrade employees’ skills. Encourage technical schools, vocational schools, and various types of vocational training institutions to actively get involved in all kinds of training programs. Carry out skill competitions of different levels and give awards to the people with outstanding contributions. Make great efforts to create a highly skilled team.

积极推动普通劳动力向技能型劳动力转变,实现人力资源素质结构与产业转型升级协调发展。创新技能人才培养机制,大力推行职业资格认证和技师评价制度,推动城乡适龄青年百分百接受技工教育、百分百实现技能就业。支持、引导企业加大培训投入,广泛开展职工技能提升培训。鼓励技工学校、职业中学、各类职业培训机构积极参与企业在岗职工、新成长劳动力培训,提高培训质量。开展多层次的职业技能大赛,对做出突出贡献的高层次技能人才进行表彰奖励。努力打造一支数量充足、门类齐全、梯次合理、技艺精湛的技能人才队伍。

4. Supporting Measures

四、配套措施

a. Establish a high-level evaluation system compatible with the industrial developments of Zhuhai. According to the city’s economic and social development environment and the need of talents with a connection with economic transformation, a Recognition and Evaluation System for High-Level Talents has been established. It is competency- and performance-oriented with an additional focus on social and professional recognition. A vibrant High-Level Talents team of good quality should be formed.

(一)建立与珠海产业发展相适应的系统、规范、动态的高层次人才评定标准体系。根据我市经济社会发展实际,紧密结合促进经济发展方式转变对人才的需求,制定高层次人才认定评审办法,建立以能力、业绩为导向,重在社会和业内认可的评价制度。通过评审认定,逐步形成结构合理、素质优良、充满活力的高层次人才队伍。

b. Build a platform for the communication of High-Level Talents. Support the development of High-Level Talents associations, organize discussions centered on academic and experiential exchange and create conditions for High-Level Talents to keep pace with the world and enhance their abilities of self-development and self-management.

(二)搭建高层次人才交流平台。支持高层次人才协会组织的发展,定期开展学术、经验交流和讨论活动,为高层次人才知识更新、跟踪和赶超世界先进水平创造条件,提升高层次人才群体的自主发展与自我管理能力。

c. Create a favorable environment for intellectual property creation and protection. Support High-Level Talents while they are applying for foreign patents and offer them assistance and services concerning intellectual property policies to encourage innovation and investment. Actively promote the commercialization and industrialization of innovative achievements. Rely on intellectual property court to provide legal protection for the intellectual property rights of High-Level Talents.

(三)营造知识产权创造与保护的良好环境。支持高层次人才申请国外专利,为高层次人才创新、创业活动提供知识产权政策和有关信息的咨询与服务,积极促进拥有知识产权的创新成果商品化、产业化。依托知识产权法庭,为高层次人才知识产权提供法律保护。

d. Solve the housing problem for the High-Level Talents. The principles of government support, business guidance and social participation should be used to solve the housing problem.  The main part of the housing allowance should be monetary and supplemented with articles for daily use. The housing allowance system for High-Level Talents and Young Talents should have different levels.

(四)妥善解决高层次人才住房问题。按政府支持、企业主导、社会参与的原则,采取实物配置与货币补贴相结合的办法,有步骤、分层次、多渠道解决高层次人才和青年优秀人才的住房问题。

e. Actively promote employment for the spouses of High-Level Talents. In accordance with different spousal capabilities, both the employer and the employee should be satisfied with the working appointments of the spouses of High-Level Talents. Related departments will offer assistance if necessary.

(五)积极促进高层次人才配偶就业。根据高层次人才配偶原就业情况及个人身份、任职能力等条件,以双向选择为主、统筹调配为辅,有重点、分层次协助解决高层次人才配偶就业问题。

f. Comprehensive arrangements will be made for the schooling of the children of High-Level Talents. Educational administrative departments will make all the arrangements for the children of High-Level Talents who apply for compulsory and high-school education in our city.

(六)统筹安排高层次人才子女入学。高层次人才子女申请入读我市义务教育阶段学校和高中阶段学校的,由教育行政部门统筹协调优先安排。

g.     Improve the medical insurance system for High-Level Talents. Keep health records, open up green channels for medical services, provide convenient and thoughtful health care services, improve the level of medical care and offer medical subsidies for High-Level Talents.

 

(七)完善高层次人才医疗保障制度。建立高层次人才健康档案,开辟医疗服务绿色通道,制订高层次人才医疗保健服务措施,为高层次人才提供便捷、周到的医疗保健服务。为高层次人才提供医疗补助,提高高层次人才医疗保障水平。

h. Improve the system of Supplementary Pension Insurance. Establish a Supplementary Pension Insurance system and improve pension insurance levels through the Enterprise Annuity and Group Pension Insurance provided by the government.

(八)健全高层次人才补充养老保障制度。通过用人单位依法参加企业年金和政府购买商业团体养老保险等形式,为高层次人才建立补充养老保障制度,提高高层次人才的养老保障水平。

5.Work Requirements

五、工作要求

a. Innovate the talents management system. Adhere to the principle of "The Party Manages Talents." Establish the concepts of scientific development and talents with priorities and create a talent target responsibility system. Improve the coordination system, conscientiously implement the requirements of the Party and government and focus on resources and productive force. The performance evaluation should be taken into account in the scientific development evaluation system.

(一)创新人才管理机制。坚持“党管人才”原则,树立科学发展、人才优先的理念,建立人才工作目标责任制,完善高层次人才工作协调机制,认真落实党政“一把手”抓“第一资源”和“第一生产力”的“三个一”要求,把人才工作绩效纳入科学发展考评体系。

b. Improve the talents development system. Governments at all levels should play a leading role and ensure the availability of funds for talents development with financial support from the city and the district. They should establish special funds of no less than 1% of the local general budget annually (the city and the district should each bear 50% of the cost). These special funds should be used for all types of awards, subsidies and supports for High-Level Talents.

(二)完善人才开发投入机制。发挥各级政府人才投入的主导作用,坚持人才发展资金优先保障,市、区财政共同投入的经费保障机制,每年按不少于当年地方一般预算收入的1%(市、区各承担50%)设立人才发展专项资金,列入财政预算,用于引进培养海内外各类人才的奖励、资助、补贴和高层次人才工作的组织管理。

c. Improve the service system for High-Level Talents. Establish a High-Level Talents Service Window and green channel. Provide assistance to settle problems related to moving, Hukou, schooling for children, social insurance, immigration, application for business licenses, tax registration and tax relief, application for registration of high and new technology enterprises and application for subsidies for science and technology projects.

(三)完善高层次人才服务机制。健全高层次人才服务机构,加强高层次人才服务窗口建设,开辟绿色服务通道,为高层次人才办理调动、落户、子女入学、社会保障、出入境、申办营业执照、税务登记和税收减免、高新技术企业认定、申请科技项目资助经费等提供“一站式”优质便捷服务。

d. Enhance the publicity for the introduction of talents. Enhance publicity through the media and commercial activities and establish an image of Zhuhai as a place for the introduction of talents. Create a good social atmosphere that encourages innovation and respects knowledge, talents, and innovation.

(四)提升招才引智品牌形象。加大人才工作的宣传力度,利用媒体和商贸活动等平台,广泛推介珠海,树立珠海招才引智的品牌形象;大力倡导鼓励创新、宽容失败的创新创业文化,努力形成尊重知识、尊重人才、尊重创造的良好社会氛围。
