The Provisional Measures for Postdoctoral Management in Zhuhai City

珠海市博士后管理工作暂行办法

Chapter 1 General Principles

第一章 

1         In order to strengthen and standardize the postdoctoral management and cultivate innovation and inter-disciplinary and strategic talents, these measures below are made according to the “Postdoctoral Management Rules(Ministry of Human Resources and Social Security2006149)”, “Notice of Related Issues on Postdoctoral Innovation Practice Base Construction” (Ministry of Human Resources and Social Security2011 No. 21) and “Opinions on the High-Level Talents in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People's Government(Document No. Zhuhai201111)”.

第一条  为加强和规范我市博士后管理工作,培养和造就创新型、复合型、战略型人才,根据《博士后管理工作规定》(国人部发〔2006149 号)、《关于博士后创新实践基地建设有关问题的通知》(人社部发〔201121号)和《中共珠海市委  珠海市人民政府关于加强高层次人才队伍建设若干意见》(珠字〔201111号),制定本办法。

2         The postdoctoral mobile research station (hereinafter referred to as the “Mobile Research Station”) means the first-level disciplines from doctorate degree granting universities or research institutions that can recruit postdoctoral researchers.

The postdoctoral research station (branches included, hereinafter referred to as the “research station”.) means enterprises and organizations which have an independent legal personality and are able to recruit postdoctoral researchers.

Postdoctoral researchers refer to researchers at research stations or postdoctoral innovative practice bases.

第二条  本办法所称博士后科研流动站(以下简称流动站),是指在高等院校或科研院所具有博士授予权的一级学科内,经批准可以招收博士后研究人员的组织。

本办法所称博士后科研工作站(含分站,以下简称工作站),是指在具备独立法人资格的企业等机构内,经批准可以招收博士后研究人员的组织。

本办法所称博士后研究人员(以下简称博士后人员),是指在工作站或博士后创新实践基地从事博士后研究工作的人员。

3         Postdoctoral managements refer to management and related work at Zhuhai research stations and postdoctoral innovative practice bases.

第三条  本办法所称博士后管理工作是指对我市工作站和博士后创新实践基地的管理及其相关工作。

4         Postdoctoral managements should adhere to the principle of the “combination of government-led and social participation”, the principles of “justice, fairness and transparency and preferred orientation”; improve and perfect the system, and focus on quality and the steady expansion of the scale.

第四条  博士后管理工作坚持政府主导与社会参与相结合公开、公平、竞争、择优的原则,健全完善制度,注重提高质量,稳步扩大规模。

Chapter 2 Administration

第二章  管理机构

5         The Zhuhai Human Resources and Social Security Bureau is the comprehensive management department of postdoctoral managements. Major responsibilities:

第五条  市人力资源社会保障局是全市博士后工作综合管理部门。主要职责:

5.1       Make related policies and working procedures and plans and work for the organization and implementation;

(一)制定有关政策、工作规程、规划并组织实施;

5.2       Deal with the application work for research stations and postdoctoral innovative practice bases.

(二)组织开展设立工作站、博士后创新实践基地的申报工作;

5.3       Be responsible for information construction, staff training and publicity work for postdoctoral managements.

(三)负责博士后管理信息化建设、工作人员培训和宣传等工作;

5.4       Deal with the assessment and appraisal work of research stations and postdoctoral innovative practice bases.

(四)负责工作站、博士后创新实践基地的评估和评比工作;

5.5       Deal with the verification and management work of subsidies for Zhuhai postdoctoral scholars.

(五)负责市博士后补贴经费的审核、管理工作;

5.6       Deal with other relevant management work.

(六)其他相关的协调管理工作。

6         The relevant departments and Human Resources and Social Security Bureau and relevant departments in district (economic functional areas) should assist the Zhuhai Human Resources and Social Security Bureau with the management.

第六条  市直各有关部门,各区(经济功能区)人力资源社会保障局及有关部门在各自的职责范围内协助市人力资源社会保障局进行协调管理。

7         Those units which have set up research stations (hereinafter referred to as "station units”) and postdoctoral innovative practice bases should make specific measures for postdoctoral management and be responsible for the management.

第七条  设立工作站的单位(以下简称设站单位)和建立博士后创新实践基地的单位,应制定博士后管理的具体办法,负责本单位博士后管理工作。

Chapter 3 Establishment and Management of Research Station

第三章  工作站的设立与管理

8         Enterprises and institutions engaged in scientific research and technological development, High-tech Development Zones above the provincial level, Economic and Technological Development Zones, and Overseas Students Investment Parks can apply for the establishment of research stations. The establishment of research stations is generally conducted once every two years.

第八条  企业,从事科学研究和技术开发的事业单位,省级以上高新技术开发区、经济技术开发区和留学人员创业园区可申请设立工作站。工作站的设立一般每两年进行一次。

9         Conditions for applying for the research station:

9.1       Independent legal personality and business running in good condition;

9.2       Certain scope and institutions dedicated to research and development;

9.3       Research team of a high level with postdoctoral research projects on innovation theory and technology;

9.4       Capable of providing good research conditions and living conditions for postdoctoral staff;

9.5       Units which have a research development and technology center above the provincial level or that assume a national major project can apply with priority.

第九条  申报设立工作站的条件:

(一)具备独立法人资格,经营或运行状况良好;

(二)具有一定规模,并具有专门的研究与开发机构;

(三)拥有高水平的研究队伍,具有创新理论和创新技术的博士后科研项目;

(四)能为博士后人员提供较好的科研条件和必要的生活条件。

建有省级以上研发和技术中心、承担国家重大项目的单位可优先推荐申报设站。

10    Procedures of applying for the Research Station:

10.1  Application. Submit applying materials to the Zhuhai Human Resources and Social Security Bureau.

10.2  Evaluation. The Zhuhai Human Resources and Social Security Bureau and related department will evaluate the materials, conduct a site visit, propose opinions and submit the selected materials.

10.3  Approval. After the organization department of the postdoctoral management’s evaluation and report, the National Ministry of Human Resources and Social Security shall make the final approval.

第十条  申报设立工作站的程序:

(一)申报。拟设立工作站的单位向市人力资源社会保障局提出申请,提交申报材料。

(二)审核。市人力资源社会保障局按要求审核材料、实地考察、筛选、提出审核意见,并会同有关部门对拟推荐材料进行复核后上报。

(三)审批。省博士后管理部门组织初评后上报;经专家评议,由国家人力资源社会保障部审批。

11    The station unit should make a long-term development plan and detailed implementation rules, have clear objectives, tasks and specific measures, set up a special leading coordinating group, and designate a person as the leader.

第十一条  设站单位要制定工作站建设的中、长期发展规划和博士后管理工作实施细则,明确目标任务和具体措施;成立专门的领导协调机构,由单位主要领导主抓,指定专人负责。

12    The station unit should make an annual working plan. (Content mainly includes the research topic, recruiting plan, scientific research guide and specific time arrangements.) The working plan should be submitted to the Zhuhai Human Resources and Social Security Bureau at the beginning of each year.

第十二条  设站单位要制定年度博士后工作计划(内容主要包括年度博士后研究课题及招收计划、科研工作的指导、具体时间安排等),于每年年初报市人力资源社会保障局备案。

13    Establish and implement the evaluation system of the postdoctoral work. The evaluation work should be once every three years and contains two types, “Comprehensive Evaluation” and “Evaluation for New Station”. The specific evaluation measures should be implemented according to the “Postdoctoral Research Station and Station Evaluation Method (Ministry of Human Resources and Social Security2008 No. 115)”

第十三条  建立和推行博士后工作评估制度。评估工作原则上每三年进行一次,分为综合评估和新设站评估两类,具体评估办法按《博士后科研流动站和工作站评估办法》(人社部发〔2008115号)执行。

14    The Zhuhai Human Resources and Social Security Bureau shall award the outstanding research station and warn or give a deadline for rectification or revocation to those stations with unqualified management or evaluation.

第十四条  市人力资源社会保障局对管理工作优秀的工作站进行表彰;对管理不善、评估不合格、不具备设站条件的工作站视情况予以警告、限期整改直至撤销,并向社会公布。

15    Units which meet the conditions of research station establishment but have not set up a work station can carry out research work on the basis of postdoctoral innovation practice bases, achievements transformation bases, and cooperation with national major research projects.

第十五条  具备设站条件但尚未设站的单位,经省博士后管理部门批准,可采取博士后创新实践基地、成果转化基地、依托国家重大科研项目等模式开展博士后科研工作。

16    Encourage institutions or areas that can be used as postdoctoral training bases for the long term with sufficient research topics and good operating conditions to set up postdoctoral innovation practice bases and explore new ways for postdoctoral work to provide services to small and medium-sized enterprises.

第十六条  鼓励研发实力雄厚、研究课题充足、经营状况良好、能够长期作为博士后培养基地的园区或企业建立博士后创新实践基地,探索博士后工作为中小企业提供服务的新途径。

17    The establishment of postdoctoral innovation practice bases should be submitted to the provincial Postdoctoral Management Department for the approval of the cooperative units of the mobile research stations. Those units with excellent management and outstanding performance can set up research stations with priority.

第十七条  博士后创新实践基地的建立,由合作流动站单位报省博士后管理部门审批。对管理规范、成绩突出的博士后创新实践基地,可优先设立工作站。

Chapter 4 Recruitment of Postdoctoral Scholars

第四章  博士后人员的招收

18    Those with a doctoral degree, excellent character, good health, and who are under the age of forty can apply for working at postdoctoral research stations. Age limits may be relaxed with the approval of provincial postdoctoral management departments.

Staff at postdoctoral research stations should only work full-time.

第十八条  具有博士学位,品学兼优,身体健康,年龄一般在四十岁以下的人员,可申请进站从事博士后研究工作。经省博士后管理部门批准,年龄可适当放宽。

在职人员不得兼职从事博士后研究工作。

19    Station units should rely on universities and research institute mobile stations with scientific research topics, be initiative and cooperative and combine to recruit and train the postdoctoral scholars.

Research stations with strong academic and technical capabilities which can train postdoctoral scholars independently can recruit postdoctoral scholars alone with the approval of the National Postdoctoral Management Department. Postdoctoral innovation practice bases shall entrust the mobile research stations with recruitment. 

第十九条  设站单位要依托课题选择有优势的高校、科研院所流动站,主动与其联系和沟通,建立长期或单项的合作关系,联合招收和培养博士后人员。

学术、技术实力强,具备独立培养博士后人员能力的工作站,经国家博士后管理部门批准可以单独招收博士后人员。博士后创新实践基地应当委托流动站进行招收。

20    Procedures of Postdoctoral Scholars Recruitment:

第二十条  招收博士后人员的程序:

20.1  Announcement. Station units should make preparations for Postdoctoral Scholars Recruitment and determine the recruitment conditions and procedures according to recruitment plans and selected topics. The information should be released to the public through universities and research institutions by the media, Internet, and academic exchange conferences.

(一)发布信息。设站单位根据年度博士后招收计划,选定课题,确定招收条件和程序,编制博士后招收简章,通过有关高校、科研院所,利用媒体、互联网、学术交流会、洽谈会等平台广泛宣传、公开发布。

20.2  Application. Written application and relevant proof materials are needed.

Commissioned or target training, on-service staff, and staff with active duty military identity should submit agreed proof materials to work full-time at the station.

(二)提出申请。申请从事博士后研究工作的人员,应当向设站单位提出书面申请,提交有关证明材料。

委托或定向培养、在职工作以及具有现役军人身份的人员申请从事博士后研究工作,应当向设站单位提交其委托或定向培养单位、工作单位或者所在部队同意其脱产从事博士后研究工作的证明材料。

20.3  The Candidates Determination. Station units should evaluate the applying materials and select the research mobile station for cooperation; strictly evaluate the scientific research ability and academic level and select staff by appraisal, examination, oral examination and other forms.

(三)确定人选。设站单位对申请者进行审核、筛选,选定合作流动站单位;联合流动站单位对其科研能力、学术水平和已取得的科研成果进行严格审核,采用考核、考试、答辩等形式,择优确定招收人选。

20.4  The Signing of the Agreement. After determination, the three parties of the research station, mobile research station and staff should sign a training agreement in accordance with relevant state regulations which clarifies the rights, obligations and goals, property ownership, and default penalties of the three parties.

(四)签订协议。人选确定后,工作站、流动站和博士后人员三方应按照国家有关规定,共同签订联合培养博士后人员协议书,明确三方的权利、义务以及工作目标、产权成果归属、违约处罚等。

20.5  For Record. Selected staff should complete the entry procedures and start to work on time.  Related materials should be kept by the Zhuhai Human Resources and Social Security Bureau for record.

(五)进站备案。联合招收的博士后人员,在我省博士后管理部门办理进站手续,在规定时限内进站,并将有关材料报市人力资源社会保障局备案。

Chapter 5 Management of Postdoctoral Scholars

第五章  博士后人员的管理

21    The Station Unit should be responsible for the management and research mobile station should offer active support and cooperation. The two parties should fulfill the rights, obligations and legal liability in accordance with the signed “Agreement on the Joint Training of Postdoctoral Researchers”.

第二十一条  博士后人员的管理以设站单位为主,流动站给予积极支持与配合,双方应严格按共同签订的《联合培养博士后研究人员协议书》的有关条款,履行权利、义务,承担法律责任。

22    Postdoctoral management should be contained in the human resources management of the station units. The human resources office should create a personnel file for postdoctoral staff and treat them equally with other staff of the unit or by the implementation of the agreement.

第二十二条  设站单位应将博士后人员纳入本单位人事管理范围,建立博士后人员在站档案,其人事、组织关系、福利待遇等比照本单位同等人员对待或按协议执行。

23    The Station Unit and research mobile station should designate academic mentors or tutors for the project and establish scientific research teams with young technical staff.

第二十三条  设站单位、流动站应分别选派相关专家或导师作为项目的研究指导人和学术指导人,共同指导博士后的研究工作;并成立科研项目小组,配备年轻技术人员参与项目研究。

24    The Station Unit should make the appraisal system and regular assessments, keep the assessment results as a record, award those with outstanding performance, and terminate those with unqualified performance.

第二十四条  设站单位应建立博士后人员考核制度,定期进行考核,并将考核结果存入其在站档案。对业绩突出、表现优秀的,应给予表彰和奖励;对考核不合格的,予以劝退和解约。

25    Subsidies for daily life and research and appropriate living allowance should be provided. Their salary refers to the standards of the “Notice on Salary Issues of Postdoctoral Researchers (Ministry of Human Resources and Social Security2006 No. 89)”. The salary standards should be slightly higher than those without postdoctoral degrees and social insurance and medical benefits should be the same with other staff at the units.

第二十五条  设站单位应为博士后人员提供日常生活和科研经费,并给予适当的生活补贴。其工资待遇标准按《关于博士后研究人员工资待遇问题的通知》(国人部发〔200689号)执行,标准应略高于不做博士后的同类人员标准,社会保险、医疗保障待遇与本单位职工相同。

26    The postdoctoral staff at the stations can move personal Household Register into Zhuhai with recommendation letters and other supporting proof materials. Spouses and children of the staff can apply for temporary stays in the city.

第二十六条  博士后人员进站后,可将户口迁入珠海,凭有效的介绍信及其它证明材料,按有关规定在我市办理户口落户手续;随其流动的配偶及未成年子女,按有关规定在我市办理暂住手续。

27    The postdoctoral staff at the stations can move into the accounts of Zhuhai with recommendation letters and other supporting proof materials. Spouses and children of the staff can apply for temporary stays in the city.

The terms of service of the postdoctoral staff should be two years and generally no more than three years. Due to the special need for scientific research, the terms of service can be extended with the approval of the provincial postdoctoral management department.

The postdoctoral staff should leave the station after the expiration. Due to the special need for scientific research, the staff can be transferred to another research station. The maximum terms of service should be six years.

第二十七条  博士后人员在站工作时间为两年,一般不超过三年。确因科研工作需要,经省博士后管理部门批准可适当延长。

博士后人员工作期满后应按时出站,确有需要可转到另一个设站单位从事博士后研究工作。博士后人员从事博士后研究工作时间最长不超过六年。

28    During the terms of service, the postdoctoral staff can go to the cooperation research program abroad, attend international academic conferences or short-term academic exchanges with the approval of the unit. It generally should be less than three months. An appropriate extension can be approved by the station unit according to the project situation.

第二十八条  博士后人员在站期间,因研究项目需要,经设站单位批准,可以到国外开展合作研究、参加国际学术会议或进行短期学术交流,时间一般不超过三个月。经设站单位批准,可根据项目情况适当延长。

29    The ownership of the research production should be dealt with in accordance with the appropriate laws, rules and regulations.

第二十九条  博士后人员的研究成果归属,依照国家有关知识产权的法律、法规办理。

30    After the expiration of the postdoctoral work, the staff should apply for senior professional and technical qualifications according to “The Interim Measures for Professional and Technical Qualifications of Postdoctoral ResearchersDepartment of Human Resources and Social Security of Guangdong Province2004 No. 223”.

第三十条  博士后人员工作期满出站前,个人提出申请,按《广东省博士后研究人员专业技术资格评定暂行办法》(粤人发〔2004223号)申报评审高级专业技术资格。

31    After the expiration of the postdoctoral work, check-out procedures should be completed according to the relevant national and provincial regulations.

31.1  Application. Postdoctoral staff should apply one month in advance and submit work summaries, research reports, and other written materials.

31.2  Verification. Research stations and research mobile stations should make assessments and examinations of the research work and keep the written materials as reports.

31.3  Check-out. After the assessments and examinations, postdoctoral staff should complete check-out procedures and submit the materials to the Zhuhai Human Resources and Social Security Bureau for report.

第三十一条  博士后人员工作期满出站,按国家、省有关规定办理出站手续。

(一)申请。博士后人员应提前一个月向工作站及流动站提出申请,并提交工作总结、研究报告等书面材料。

(二)考核。工作站和流动站应举行出站报告会或采取其他形式,组织有关专家对其研究工作进行评审、考核,并形成书面材料归入其个人档案。

(三)出站。评审、考核通过,在我省博士后管理部门办理出站手续,并将有关材料报市人力资源和社会保障局备案。

32    After the postdoctoral staff check out from the research station with qualification, “Postdoctoral Certificates” will be rewarded. The postdoctoral staff can choose their own jobs afterwards. Relevant departments should create good conditions for them during their job-hunting time.

第三十二条  博士后人员工作期满出站,考核合格,由国家颁发《博士后证书》。除有协议外,其就业实行双向选择、自主择业。各有关部门和设站单位要为出站博士后人员的合理使用创造条件,做好出站博士后人员的就业引荐等服务工作。

33    One of the following circumstances should terminate the terms of service:

33.1  Found to be unqualified during the assessment;

33.2  Academic fraud with bad influence;

33.3  Warned with administrative sanctions or above;

33.4  Absent from work for 15 days consecutively or absent for more than 30 days within one year;

33.5  Difficult to complete the research work due to illness and other reasons;

33.6  Overstayed abroad by more than 30 days;

33.7  Other circumstances that should lead to termination.

第三十三条  博士后人员在站期间,有下列情形之一者,应予退站:

(一)考核不合格的;

(二)在学术上弄虚作假,影响恶劣的;

(三)受警告以上行政处分的;

(四)无故旷工连续15天或一年内累计旷工30天以上的;

(五)因患病等原因难以完成研究工作的;

(六)出国逾期不归超过30天的;

(七)其他情况应予退站的。

34    Postdoctoral staff with termination cannot enjoy the national, provincial and municipal benefits. The Research Station should make the announcement of the termination. Complete the procedures about Householder Register and related items and submit the materials to the Zhuhai Human Resources and Social Security Bureau for report.

第三十四条  退站的博士后人员,不享受国家、省及市对期满出站博士后人员规定的相关政策;由设站单位作出终止其在站工作的决定,在我省博士后管理部门办理其户口迁落和有关人事关系手续,并报市人力资源社会保障局备案。

Chapter 6 Benefit Policy

第六章 优惠政策

35    For new Research Stations, after the postdoctoral staff start to work, 500,000 RMB will be provided as station establishment subsidies and 200,000 RMB will be provided as start-up funds subsidies.

第三十五条 对新设的工作站,在招收博士后人员进站后,每站一次性给予50万元的建站补贴和20万元的项目启动经费补贴。

36    For new postdoctoral innovation practice bases, after the postdoctoral staff start to work, 250,000 RMB will be provided as station establishment subsidies and 100,000 RMB will be provided as start-up funds subsidies.

第三十六条 对新建的博士后创新实践基地,在招收博士后人员进站后,每基地一次性给予25万元的建基地补贴和10万元的项目启动经费补贴。

37    For postdoctoral staff, benefits below will be provided besides other national and provincial benefits:

第三十七条 对博士后人员,除享受国家、省的优惠政策外,还给予下列优惠待遇:

37.1  100,000 RMB as research funding subsidies will be provided per person per year.

37.2  For postdoctoral staffs who continue to work in Zhuhai after leaving the research station, 150,000 RMB will be provided once as the leaving allowance. For continuous work for three years, 50,000 RMB will be provided as an additional living allowance.

37.3  For postdoctoral staffs who obtain China Postdoctoral science funds, the same amount of grants will be provided.

37.4  A free medical examination in accordance with expert medical standards will be offered once a year.

37.5  The children of the postdoctoral staffs can enjoy equal treatment with local permanent residents in the application to and transfer from kindergarten, junior high school, high school, and universities or specialized secondary schools.

(一)每人每年给予10万元的科研经费补贴。

(二)出站后留在本市工作的,一次性给予15万元的安家补贴;连续工作满3年的,再给予5万元的生活补贴。

(三)获得中国博士后科学基金资助的,给予等额配套资助。

(四)每年安排一次免费体检,享受专家体检标准。

(五)随其流动的子女在暂住户口所在地办理入幼儿园、上小学和初中、报考(转入)高中以及报考高等院校或中等专业学校等事宜,享受当地常住户口居民的同等待遇。

38    The expenses of postdoctoral management are disbursed from the Zhuhai Special Fund for Talent Development.

第三十八条  本办法所需经费在市人才发展专项资金中列支。

Chapter 7 Supplementary Provisions

第七章 

39    This measure shall be explained by the Zhuhai Human Resources and Social Security Bureau.

第三十九条  本办法由市人力资源社会保障局负责解释。

40    The measures will be implemented since the release date. The “Interim Measures of Zhuhai Postdoctoral Work” Zhuhai Human Resources and Social Security Bureau2008No. 37), implemented in March 2008, are abolished at the same time. The previously inconsistent approaches within these measures should terminate. Uncertainty should be implemented according to the relevant national and provincial regulations.

第四十条  本办法自印发之日起施行。20083月施行的《珠海市博士后管理工作暂行办法》(珠人字〔200837号)同时废止。此前有关办法与本办法不一致的,按本办法执行;未尽事宜,按国家、省有关规定执行。
