珠海市高层次人才补充养老保险
和特定医疗保障暂行办法
Chapter 1 General Principles
第一章
总
则
1
These measures are formulated according to the “Opinions
from the CPC Zhuhai Municipal Committee and Zhuhai Municipal
People's Government on Strengthening the Construction of
High-Level Talents” (Document No. Zhuhai〔2011〕11)
and relevant policies and regulations of the state to increase
the pension and medical security levels and to create a good
employment environment for the High-Level Talents.
第一条 为提高高层次人才的养老和医疗保障水平,营造良好的用人环境,根据《中共珠海市委
珠海市人民政府关于加强高层次人才队伍建设若干意见》(珠字〔2011〕11号)和国家有关政策法规,制定本办法。

As mentioned in the present Measures, High-Level Talents
should have acquired the Certificate for High-Level Talents in
Zhuhai City during the management service period.
As
mentioned in the present Measures, the Supplementary Pension
Insurance refers to High-Level Talents having been insured by
the Business Community Endowment Insurance according to the
Measures.
As
mentioned in the present Measures, the Specific Medical Security
is for High-Level Talents to enjoy medical benefits and medical
and health care services according to the Measures.
第二条
本办法所称高层次人才是指取得《珠海市高层次人才证书》并在管理服务期内的珠海市高层次人才。
本办法所称补充养老保险是指高层次人才按本办法参加的商业团体养老保险。
本办法所称特定医疗保障是指高层次人才按本办法享受的医疗补助待遇和医疗保健服务。

Funds for Supplementary Pension Insurance and Specific
Medical Security are raised from the Special Fund for Municipal
Talents Development.
第三条
高层次人才补充养老保险和特定医疗保障所需经费从市人才发展专项资金中列支。

The Municipal Party Committee Organization Department
shall coordinate the operations of the Supplementary Pension
Insurance and Specific Medical Security for High-Level Talents.
The
City Health Bureau is responsible for the Medical and Health
Care Services for High-Level Talents.
The
City Human Resources and Social Security Bureau is responsible
for the organization, management and supervision of the
Supplementary Pension Insurance Medical Subsidy.
The
Social Insurance Agencies are responsible for the specific
handling work of medical subsidies for High-Level Talents.
The
Commercial Insurance Institutions are responsible for the
specific handling work for the Supplementary Pension Insurance.
第四条 市委组织部负责统筹协调高层次人才补充养老保险和特定医疗保障工作。
市卫生局负责高层次人才医疗保健服务。
市人力资源社会保障局负责高层次人才补充养老保险和医疗补助的组织、管理和监督。
市社会保险经办机构负责高层次人才医疗补助的具体经办工作。
商业保险机构负责高层次人才补充养老保险的具体经办工作。
Chapter 2 Supplementary Pension Insurance
第二章
补充养老保险

High-Level Talents could participate in the Supplementary
Pension Insurance under the following conditions:
5.1
Having obtained the Certificate for High-Level Talents in
Zhuhai City during the management service period
5.2
Having participated in and given full payment for the
Basic Endowment Insurance in accordance with the law
5.3
Having participated in the enterprise annuity
第五条
同时符合下列条件的高层次人才,可按本办法参加补充养老保险:
(一)取得《珠海市高层次人才证书》并在管理服务期内;
(二)已依法参加本市职工基本养老保险并按时足额缴纳养老保险费;
(三)已依法参加企业年金。

The cost of the Supplementary Pension Insurance for
High-Level Talents will be fully subsidized by the Government in
accordance with the following standards:
6.1
For the First-Class High Level Talents: The monthly
subsidy standard should be 10% of the total amount of the
provincial staff’s average monthly wage times 3.
6.2
For the Second-Class High Level Talents: The monthly
subsidy standard should be 10% of the total amount of the
provincial staff’s average monthly wage times 2.
6.3
For the Third-Class High Level Talents: The monthly
subsidy standard should be 10% of the total amount of the
provincial staff’s average monthly wage times 1.5.
第六条
高层次人才参加补充养老保险,所需费用由政府按以下标准全额补贴:
(一)高层次人才(一级):月补贴标准为交费当月本市职工基本养老保险执行的广东省在岗职工月平均工资的3倍×10%;
(二)高层次人才(二级):月补贴标准为交费当月本市职工基本养老保险执行的广东省在岗职工月平均工资的2倍×10%;
(三)高层次人才(三级):月补贴标准为交费当月本市职工基本养老保险执行的广东省在岗职工月平均工资的1.5倍×10%。

To participate in Supplementary Pension Insurance,
employing units or High-Level Talents should file an application
and provide the following materials for the Commercial Insurance
Institutions for the first trial:
7.1
Book of participation in Supplementary Pension Insurance
from employing units
7.2
Certificate for High-Level Talents in Zhuhai City during
the management service period
7.3
The payment details of the Basic Endowment Insurance are
according to laws
7.4
The payment details of enterprise annuity are according
to laws
After
the first trial from Commercial Insurance Institutions, the
Municipal Service Window will make a review. After approval, the
Supplementary Pension Insurance relationship will be established
and subsidies will be released on the day when employing units
or High-Level Talents applied for the Supplementary Pension
Insurance.
第七条
高层次人才参加补充养老保险由用人单位或高层次人才本人提出申请,并提供以下材料报商业保险机构初审:
(一)用人单位出具的申请参加补充养老保险意见书;
(二)《珠海市高层次人才证书》(管理服务期内);
(三)依法参加本市职工基本养老保险的缴费明细;
(四)依法参加企业年金的缴费明细。
商业保险机构初审后,报市高层次人才服务窗口复核;复核通过的,从用人单位或高层次人才本人申请的当月起建立补充养老保险关系并给予补贴。

Supplementary Pension Insurance should be paid monthly.
Renewable insurance should be satisfied with the present 5th
Measures and the renewal procedures should be handled by
Commercial Insurance Institutions.
第八条
补充养老保险实行按月交纳,续保时符合本办法第五条规定的资格条件的,由商业保险机构为其办理续保手续。

Supplementary Pension Insurance will be suspended if the
High-Level Talents’ wages or salaries are in suspension because
of investigation. Repayment will be given if there is no
punishment or criminal penalty.
第九条
高层次人才因被立案调查等原因暂停发放工资或薪金的,补充养老保险同时暂停;经调查未受到处分或刑事处罚的,予以补交。

Should there be any of the following occasions, subsidies
will be terminated and returned to Commercial Insurance
Institutions:
10.1
High-Level Talents receive a criminal penalty during the
management service period
10.2
Defrauding Supplementary Pension Insurance
10.3
Disqualified from being a High-Level Talent during the
management service period
10.4
Other conditions that should lead to termination.
第十条
有下列情形之一的,终止补贴,已发放的补贴由商业保险机构全额退回:
(一)高层次人才在管理服务期内受到刑事处罚的;
(二)骗取补充养老保险补贴的;
(三)在管理服务期内丧失我市高层次人才资格的;
(四)其它不予补贴或应当收回的情形。

The insurer of the Supplementary Pension Insurance for
High-Level Talents should be selected by the City Human
Resources and Social Security Bureau through expert review and
be approved by the Municipal People's Government.
Categories of Existing Group Pension Insurance should be
provided by Commercial Insurance Institutions and chosen by the
City Human Resources and Social Security Bureau, which should
accord with the characteristics of High-Level Talents.
第十一条
高层次人才补充养老保险的保险人由市人力资源社会保障局通过专家评审的方式选择,并报市人民政府批准后确定。
商业保险机构可提供现有的团体养老保险产品供市人力资源社会保障局选择,也可以设计符合高层次人才特点的新产品。
Chapter 3 Specific Medical Security
第三章 特定医疗保障
12 High-Level Talents Medical Subsidies: High-Level Talents who participated in the municipal staff’s Basic Endowment
Insurance will be subsidized according to the following measures:
12.1
90% of the individual hospitalization costs are
subsidized on the basis of the medical insurance coverage
12.2
90% of the individual costs are subsidized for specific
outpatient diseases.
12.3
50% of the individual costs are subsidized for anti-tumor
chemotherapy drugs and materials, radionuclide scans and
positron emission tomography (PET) scans.
第十二条 建立高层次人才医疗补助。高层次人才按规定参加我市职工基本医疗保险的,
其医疗费用按以下办法补助:
(一)符合基本医疗保险范围的住院费用起付标准以上的个人自付部分补助90%;
(二)符合门诊特定病种规定的个人自付部分补助90%;
(三)抗肿瘤化疗自费药品、材料费个人自费部分及核素扫描、正电子发射断层扫描(PET)费用补助50%。

The management of medical subsidies for High-Level
Talents should be executed in accordance with the relevant
provisions.
第十三条
高层次人才医疗补助的管理按我市基本医疗保险相关规定执行。
14 Establish a Medical and Health Care Service System for High-Level Talents
14.1 Establish Medical and Health Care Service Guidance. High-Level Talents can choose fixed-point medical i
nstitutions and experts according to their health care needs. The City Human Resources and Social Security
Bureau is responsible for transmitting their personal information to the Municipal Public Health Bureau which
will then transmit it to respective fixed-point medical institutions and experts.
第十四条 建立高层次人才医疗保健服务制度。
(一)建立医疗保健服务指引。高层次人才可根据自身保健需求选择定点医疗机构和
医疗专家。市人力资源社会保障局负责将高层次人才个人信息资料传送到市卫生局,
由市卫生局将其转送至各定点医疗机构和确定的医疗专家。
14.2 Establish Health Archives. Fixed-point medical institutions will establish health archives for High-Level Talents
for free and information could be exchanged and shared among fixed-point medical institutions.
(二)建立健康档案。定点医疗机构免费为高层次人才建立健康档案,
并实现定点医疗机构之间信息互通与共享。
14.3 Establish Easy Access to Hospitalization Systems. High-Level Talents taking the Certificate for High-Level Talents
in Zhuhai City to fixed-point medical institutions or other stipulated medical institutions for hospitalization could
enjoy priority in booking appointments, independent expert consulting room admissions and priority examination
and operation as well as a 24-hour hospitalization service hotline.
(三)建立就医绿色通道。高层次人才持《珠海市高层次人才证书》到定点医疗机构或
其他约定医疗机构就医时,可享受优先安排预约诊、独立专家诊室接诊、优先安排检查、手术,
同时开通24小时就医服务热线电话。
14.4 Establish a Health Advisory System. Every fixed-point medical institution should recommend medical personnel
with corresponding qualifications to the High-Level Talents to provide long-term and free one-to-one health guidance.
(四)建立健康顾问制度。各定点医疗机构推荐具有相应资质的医务人员作为高层次人才
的健康顾问,提供一对一的长期、免费的健康指导。
14.5 Establish Lectures on the Health System. Lectures on medical care, health and disease prevention, and health
knowledge should be held regularly to advise High-Level Talents on developing a healthy way of life and strengthening
disease prevention.
(五)建立健康讲座制度。定期为高层次人才举行医疗保健、卫生防病、健康知识等讲座,
指导养成健康生活方式,加强疾病预防。
14.6 Establishing a Hospital Visitation System. During the High-Level Talents’ hospitalization, relevant persons in
charge at the hospital should coordinate related units for visits and, on the premise of health and recovery,
provide conveniences.
(六)建立住院探视制度。高层次人才因病住院时,收治医院有关负责人应组织探视,
并本着有利于医疗、康复前提下,积极协调本单位有关部门,为其提供各种便利。
14.7 Establish a Rehabilitation Follow-up System. If recovery is needed after being discharged, hospitals
should designate a person in charge to follow up as well as guide and coordinate relevant recovery work for High-Level Talents.
(七)建立康复随访制度。高层次人才出院后,需要进行康复的,收治医院要指定专人负责了解、
指导、协调做好康复工作。
14.8 Establish a Health Examination System: Health examinations will be taken once each year by High-Level Talents.
(八)建立健康体检制度。高层次人才每年进行一次健康体检。

This measure shall be explained by the Zhuhai Human
Resources and Social Security Bureau and Zhuhai Health Bureau.
第十五条 本办法由市人力资源社会保障局、市卫生局负责解释。
16
The measures will be implemented since the release date.
第十六条 本办法从印发之日起实施。
