Appendix 1 附件1 The Provisional Measures for the High-Level Talents in Zhuhai City 珠海市高层次人才认定评审暂行办法 Chapter 1 General Principles 第一章 总 则 1 A scientific and standardized selection and evaluation system needs to be established for the work of the High-Level Talents in Zhuhai City. These measures below are in accordance with the “Opinions on Strengthening the High-Level Talents Team Construction in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People's Government”(Document No. Zhuhai〔2011〕11). 第一条 为切实做好我市高层次人才队伍建设工作，建立科学、规范的高层次人才选拔和评价体系，根据《中共珠海市委 珠海市人民政府关于加强高层次人才队伍建设若干意见》（珠字〔2011〕11号）及相关文件精神，制定本办法。 2 The High-Level Talents Award is given to the person who can contribute his or her leading talents to a particular area of endeavors. According to the professional standards, there are three classes of award: First-Class Talents, Second-Class Talents and Third-Class Talents Award. 第二条 本办法所指高层次人才是在某一领域或某一方面贡献卓越、业绩及专业水准处于领先地位的人才。依业绩与专业水平的差异性，将高层次人才划分为一级、二级、三级三个层级。 3 There are two ways to identify this reward: Recognition and Evaluation. If Recognition Standards are met, go through the procedures for Recognition directly. If actual contributions or professional standards are not in line with the Recognized Standards, but have reached or are close to the corresponding level of High-Level Talents in the fields of high-tech, high-end manufacturing, high-end services and strategic emerging industries, the reward can be identified through Evaluation. 第三条 高层次人才通过认定和评审两种方式产生。对符合本办法所列认定条件的直接进行认定；对高新技术、高端制造、高端服务业及战略性新兴产业的优秀人才，虽不符合本办法所列认定条件，但其实际贡献、业绩及专业水准已达到或接近相应层级高层次人才认定条件的，通过评审确定。 4 Three articles: Procedures adhere to just, fair and transparent principles. Character, knowledge, ability and performance are equally important and professional level is prominent. Professional and social recognition are essential. 第四条 高层次人才认定、评审工作坚持公开、公平、公正的原则；坚持品德、知识、能力和业绩并重，突出专业水平的原则；坚持业内认可、社会认可的原则。 5 The Recognition work is organized perennially while Evaluation work is organized once a year and the total amount is under control. The Talents Work Coordination Group was founded by the Organizational Department of the CPC Zhuhai Municipal Committee, Municipal Human Resources and Social Security Bureau and the relevant departments of the city. According to the development needs and structural conditions of the existing High-Level Talents, the Talents Work Coordination Group will allot a quota at all levels of the different fields and be audited by the Municipal People's Government. 第五条 高层次人才认定工作常年进行。高层次人才评审工作每年组织一次，实行总额控制。各层级和各行业领域分配名额，由市委组织部、市人力资源社会保障局会同市有关部门，根据我市高新技术、高端制造、高端服务业及战略性新兴产业发展需要和现有高层次人才队伍结构状况确定，经市人才工作协调小组审核后报市人民政府批准公布。 6 The Young Talents team needs to be strengthened. For the urgently needed talents in the field of high-tech, high-end manufacturing, high-end services and strategic emerging industries, 300 Young Talents will be selected each year based on performance and potential for development. Young Talents can only be identified through Evaluation. It is organized together with the High-Level Talents Evaluation. 第六条 加强青年优秀人才队伍建设。对高新技术、高端制造、高端服务业及战略性新兴产业中急需紧缺的人才，根据业绩和发展潜力，每年择优选拔300名左右作为青年优秀人才。青年优秀人才通过评审方式产生，评审工作与高层次人才评审工作一并组织进行。 7 The identification work of the High-Level Talents and Young Talents are formulated by the Talents Work Coordination Group and implemented by the Organizational Department of the CPC Zhuhai Municipal Committee and Municipal Human Resources and Social Security Bureau. 第七条 高层次人才认定、评审工作和青年优秀人才评审工作由市人才工作协调小组统筹，由市委组织部、市人力资源社会保障局组织实施。
8 The identification work of the High-Level Talents and Young Talents has no limits of nationality, region, household registration and identity. 第八条 高层次人才认定、评审及青年优秀人才选拔不受国籍、地域、户籍和身份的限制。 Chapter 2 Objects and Conditions for High-Level Talents 第二章 高层次人才认定、评审对象与条件 9 All people in Zhuhai for employment or establishing a business who meets the standards of Recognition or Evaluation can apply for the reward. For employment, the appointment should be no less than 3 years and the working hours in Zhuhai each year should be no less than 6 months. 第九条 凡在我市工作或来我市创新创业的人员，以及我市高新技术、高端制造、高端服务业及战略性新兴产业领域柔性引进（与该单位签订3年以上协议，每年在我市工作时间一般不少于6个月）的人员，达到高层次人才认定、评审标准的，均可申报认定、评审。 10 Conditions of Participation for Recognition and Evaluation: 第十条 申报认定、评审高层次人才者，须符合以下基本条件： 10.1 Be law-abiding; be honest and trustworthy; have a good work ethic and rigorous style of work; and adhere to the spirit of science, pragmatism, unity and cooperation. （一）遵纪守法，诚实守信，有良好的职业道德、严谨的工作作风和科学、求实、团结、协作的精神。 10.2 Have an outstanding performance and high reputation in one’s professional field over the past five years. Major work is highly correlated with professional expertise. （二）近5年来在工作岗位上取得突出业绩和成果，其从事的主要工作与本人专业专长高度相关且专业水准在所从事的领域中处于领先地位，在业内具有较高声望。 10.3Age requirements: For the First-Class Talents, participants should be below 60 years old; for the Second-Class Talents, participants should be below 55 years old; and for the Third-Class Talents, participants should be below 50 years old. He or she starts a business in Zhuhai and his or her business is recognized as a national high-tech enterprise; （八）在海外拥有国际发明专利或拥有核心技术国内发明专利在珠海创业，其专利技术国际领先或填补国内空白，所创企业被认定为国家高新技术企业的企业董事长、总经理或首席技术专家。 11.9Talents who have earned the "Skills Awards of China" during the past five years （九）近5年，获得“中华技能大奖”荣誉称号的技术技能型、复合技能型高技能人才。 12 Evaluation Standards for the First-Class Talents: 第十二条 “珠海市高层次人才（一级）”评审标准 Research achievements have reached a domestic leading level; major contributions have been made; potential development projects of a leading domestic level or international advanced level have emerged; the actual contributions or professional standards have reached or are close to the corresponding level of the First-Class Talents; and have a great influence in the domestic professional fields. 近5年来，在工作领域取得的研究成果达到国内领先水平，或做出重大的贡献，或拥有处于国内领先或国际先进水平的技术项目且项目发展潜力巨大，实际专业水准、业绩和贡献达到或接近高层次人才（一级）认定标准，在国内相关业界领域有较大影响力的拔尖人才。 13 Recognition Standards for the Second-Class Talents: For the Second-Class Talents: 第十三条 “珠海市高层次人才（二级）”认定标准 符合下列条件之一者，可申报认定为“珠海市高层次人才（二级）”： 13.1People enjoy the special allowance of the State Council; major contributions have been made; potential development projects of a provincial level or leading domestic level have emerged; the actual contributions or professional standards have reached or are close to the corresponding level of the Second-Class Talents; The judges shall conduct a comprehensive review of the application materials based on the Evaluation procedures. After full discussion and review, the judges shall vote to decide the nominations. The nominating votes must reach more than half. 23.4.4 Assessment of the Committee. The Committee members shall carefully listen to the appraisal reports of the professional groups and fully review the nominations materials. After full discussion and review, the judges shall vote to decide on the proposed candidates. The period of service as a High-Level Talent is five years and period of service as a Young Talent is three years. During the service period, if one High-Level Talent reaches a higher level, he or she can apply for the reward of corresponding level and the service period shall be recalculated. Rewarded as the High-Level Talents and Young Talents, certain benefits will be offered during the service period. 第二十五条 建立我市高层次人才信息库，实施动态管理服务，高层次人才管理服务期为5年，青年优秀人才培养期为3年。高层次人才在管理服务期内，达到更高层级认定、评审条件的，可按规定申报相应层级人才认定、评审，经认定、评审通过者，其管理服务期重新计算。经认定、评审的高层次人才和青年优秀人才在管理服务期和培养期内享受有关优惠待遇。 26 The benefits will end with the expiration of the term of service as both High-Level Talent and Young Talent.
