The Provisional Measures for the Housing Allowance and Grants of the High-Level Talents in Zhuhai City 珠海市高层次人才住房保障暂行办法 Chapter 1 General Principles 第一章 总 则 1 In order to establish a housing allowance system, these measures below are made in accordance with the “Opinions on Strengthening the High-Level Talents Team Construction in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People’s Government” (Document No. Zhuhai〔2011〕11). 第一条 为优化我市人才集聚环境，建立健全高层次人才和青年优秀人才住房保障机制，根据《中共珠海市 珠海市人民政府关于加强高层次人才队伍建设若干意见》（珠字〔2011〕11号）有关规定，制定本办法。 2 High-Level Talents mean the reward holder of the “High-Level Talents in Zhuhai City” Award within the term of service. Young Talents mean the reward holder of the “Young Talents in Zhuhai City” Award within the term of service. 第二条 本办法所称高层次人才是指取得《珠海市高层次人才证书》并在管理服务期内的珠海市高层次人才。 本办法所称青年优秀人才是指取得《珠海市青年优秀人才证书》并在培养期内的珠海市青年优秀人才。 3 These measures only apply to those High-Level Talents and Young Talents who do not have any forms of owner-occupied housing in Zhuhai. 第三条 本办法适用于在我市没有任何形式自有住房的管理服务期内高层次人才和培养期内青年优秀人才。 4 The main part of the housing allowance should be monetary, and supplemented with articles for daily use. The housing allowance system should have different levels and forms through different channels. 第四条 高层次人才和青年优秀人才住房保障坚持以货币补贴为主、实物配租为辅的原则，建立分层次、多渠道、多形式的住房保障机制。 5 The Urban Housing and Rural Planning and Construction Bureau is responsible for the preparation and management of the housing allowance system for High-Level Talents and Young Talents. The Zhuhai Human Resources and Social Security Bureau is responsible for the qualifications of High-Level Talents and Young Talents of the housing allowance system. The Zhuhai Finance Bureau is responsible for the payment of the housing allowance for High-Level Talents and Young Talents. The Zhuhai Supervision Bureau, Development and Reform Bureau, Zhuhai Science, Industry, Trade and Information Technology Bureau, Land Resources Bureau, and Audit Bureau will have different responsibilities accordingly. 第五条 市住房和城乡规划建设局负责高层次人才和青年优秀人才保障性住房的建设、筹措与管理； 市人力资源社会保障局负责高层次人才和青年优秀人才的保障性住房和货币补贴申请人的资格审定； 市财政局负责高层次人才和青年优秀人才住房货币补贴资金的拨付； 市监察、发展改革、科技工贸信息化、国土、审计等职能部门按照职责分工，协助做好高层次人才和青年优秀人才住房保障工作。 Chapter 2 Forms and Standard of Hosing Allowance 第二章 保障方式及标准 6 There are three forms for the allowance: housing allowance for renting an apartment, housing allowance for first-time home buyers in Zhuhai and fixed location housing with preferential rent. 第六条 高层次人才和青年优秀人才住房保障采取租房补贴、购房补助和租住人才周转住房等方式。 7 Housing allowance for renting an apartment (It will be paid to the individuals quarterly) 7.1 For the First-Class High-Level Talents: 2000 RMB for rent per person per month 7.2 For the Second-Class High-Level Talents: 1700 RMB for rent per person per month 7.3 For the Third-Class High-Level Talents: 1400RMB for rent per person per month 7.4 For Young Talents: 500RMB for rent per person per month 第七条 租房补贴。根据人才层级，租房补贴按以下标准发放，每季度发放一次： （一）高层次人才（一级），每人每月可享受2000元租房补贴。 （二）高层次人才（二级），每人每月可享受1700元租房补贴。 （三）高层次人才（三级），每人每月可享受1400元租房补贴。 （四）青年优秀人才，每人每月可享受500元租房补贴。 8 Housing Grants for First-time Home Buyers in Zhuhai 8.1 For the First-Class Talents: 1,000,000 RMB for the purchase 8.2 For the Second-Class Talents: 600,000 RMB for the purchase This grant will be paid over 10 years starting from the day of the purchase payment. During the first two years, 5% of the total grants will be paid each year; from the third to the fifth year, 10% of the total grants will be paid each year; and from the sixth to the tenth year, 12% of the total grants will be paid each year. Grants are paid at the end of each year. 第八条 购房补助。高层次人才（一、二级）在我市首次购房的，根据其层级按以下标准发放： （一）高层次人才（一级），可享受100万元； （二）高层次人才（二级），可享受60万元。 购房补助从购房之日起分10年发放，其中前2年每年按总额的5%发放，第3-5年每年按总额的10%发放，第6-10年每年按总额的12%发放，每年集中在当年末一次发放。 9 Fixed location housing with preferential rent. Government investments will be the major resource for fixed location housing and supplements through other channels. Fixed location housing should be planned with purpose, constructed with different stages, distributed reasonably, and only applied to the Talents. It should be built at the "Three High" Industry Gathering Area, make full use of the existing public properties, market repurchase and commissioned constriction of enterprise and encourage the enterprise itself to build the housing on its own. The rent of the fixed location housing should be preferential. 第九条 人才周转住房。人才周转住房建设坚持“政府投资建设为主，其它渠道筹集为辅”的原则，按照“统一规划、分期建设、依托园区、合理布局、人才专用”的要求，通过在“三高”产业聚集区规划建设、整合现有公产房源、公开市场回购、委托企业代建、鼓励企业自建等形式，多渠道筹措人才周转住房，供符合条件的高层次人才和青年优秀人才租住。对租住者实行租金优惠，限价租赁。 Chapter 3 Application procedures and management 第三章 申请程序及管理 10 Applications procedures in detail:
10.1 The applicants should fill in the “Application Form for the Housing Allowance of High-Level Talents in Zhuhai City” and “Application Form for the Housing Allowance of Young Talents in Zhuhai City”. Then they should submit the application form to the unit and get the following materials ready: 第十条 申请程序如下： （一）申请：申请人填写《珠海市高层次人才住房保障申请表》和《珠海市青年优秀人才住房保障申请表》，向所在单位提交，并提交以下材料（申请人签字确认的复印件，原件备查）： 10.1.1 The certificate of the “High-Level Talents in Zhuhai City” or the certificate of the “Young Talents” 10.1.2 Relevant proof materials of the identity and relationships of the applicant and the family members (such as identity cards and marriage certificates); and relevant proof materials for the unmarried, widowed or divorced. 10.1.3 Applicants for “housing allowance for renting an apartment” and “fixed location housing with preferential rent” should submit statements to prove they do not have any forms of owner-occupied housing. 10.1.4 Applicants for “Housing Grants for First-Time Home Buyers in Zhuhai” should submit statements to prove they do not have any forms of owner-occupied housing in Zhuhai, proof of first-time home buyers, house purchasing contract, and certificate of advance registration or certificate of property ownership. 10.1.5 Other necessary proof materials 1．《珠海市高层次人才证书》或《珠海市青年优秀人才证书》； 2．申请人及家庭成员的身份和关系证明（如身份证、结婚证），未婚、丧偶或离异的，提供相关证明； 3．申请租房补贴和租住周转住房的，提供申请人（配偶、未成年子女）在本市未拥有任何形式自有住房的声明； 4．申请购房补助的，提供申请人（配偶、未成年子女）购房前在本市未拥有任何形式自有住房、此次购房为首次购房的声明以及购房合同、预告登记证明书或房地产权证； 5．其他需要的证明材料。 10.2 First Verification. The unit should make the first verification of the applying materials and give comments accordingly. Then submit those materials to the Zhuhai Human Resources and Social Security Bureau. （二）初审。所在单位对申请人申报情况进行初审，将申请材料和初审意见提交市人力资源社会保障局。 10.3 Evaluation. The Zhuhai Human Resources and Social Security Bureau and Urban Housing and Rural Planning and Construction Bureau will make the evaluation. （三）复核。市人力资源社会保障局会同市住房城乡规划建设局对申请人申报情况进行复核。 10.4 Publicity. The Zhuhai Human Resources and Social Security Bureau and Urban Housing and Rural Planning and Construction Bureau will give comments on the housing allowance. The results should be posted on their website for the public for seven days. （四）公示。经复核符合条件的，由市人力资源社会保障局会同市住房城乡规划建设局签署给予货币补贴或安排租住人才周转住房的处理意见。处理意见在市人力资源社会保障局和市住房城乡规划建设局网站上公示，公示期为七天。 10.5 Approval. If the public has no objections, the Zhuhai Human Resources and Social Security Bureau and Urban Housing and Rural Planning and Construction Bureau will submit the results to the Zhuhai Talents Work Coordination Group for final approval. （五）审批。经公示无异议的，由市人力资源社会保障局会同市住房城乡规划建设局报市人才工作协调小组审批。 10.6 Payment of the allowance or arrangement for the housing. With the approval of the Zhuhai Talents Work Coordination Group, the Zhuhai Finance Bureau will be responsible for the monetary payment and Urban Housing and Rural Planning and Construction Bureau will be responsible for fixed location housing. （六）发放补贴或安排租住。市人才工作协调小组审批后，给予货币补贴的，由市财政局按规定程序拨付；租住人才周转住房的，由市住房城乡规划建设局按规定优先安排。 11 The longest term of the housing allowance should be within the terms of service as High-Level Talents and Young Talents. The three forms of the housing allowance may not be enjoyed at the same time. If you have applied for the “Housing Allowance for Renting an Apartment” and want to apply for the “Housing Grants for First-time Home Buyers in Zhuhai”, the rental subsidies amount shall be deducted from the total payment of housing subsidies. 第十一条 高层次人才或青年优秀人才享受租房补贴、租住周转住房的最长期限均不超过其管理服务期（青年优秀人才为培养期，下同）。同一管理服务期（培养期）内租房补贴、购房补助和租住周转住房三种方式不得同时享受。高层次人才在同一管理服务期内享受了租房补贴后，符合条件申领购房补助的，发放购房补助时须从总额中扣除之前已领取的租房补贴金额。 12 If both the husband and wife are High-Level Talents or Young Talents who can apply for housing allowance , in case there is repetition in benefits, those of a higher order will apply. 第十二条 夫妻双方都属高层次人才或青年优秀人才的，按照“就高不就低”的原则，按层次较高一方应享受的标准解决其住房问题。 13 The ownership of the house should be held by the High-Level Talents or Young Talents himself or herself or with a spouse. 第十三条 申请购房补助的，房地产权证的产权人或预告登记证明书的预购人必须为高层次人才本人（或本人及配偶）。 14 If the level of the High-Level Talents has been changed, the terms of service should be recalculated. The allowance will be adjusted in the next month according to the new level. 第十四条 高层次人才管理服务期层级发生变动的，管理服务期重新确定。自层次变动的下月起，按新的层级调整货币补贴标准。 15 The allowance will be terminated in the next month after the fulfillment of the service. If the staff lives in fixed location housing with preferential rent, please move out in time according to related regulations. With the approval of the Zhuhai Human Resources and Social Security Bureau and the Zhuhai Talents Work Coordination Group, if the staff has housing grants, and the cumulative grants have not reached the total amount, the rest can be paid as the original standards. If the staff leaves Zhuhai or no longer fulfills the working agreement with the employer in the city, as well as if the staff becomes disqualified, the work responsibilities as the “High-Level Talents” in Zhuhai City and the benefits associated with the work will also be terminated. 第十五条 高层次人才管理服务期满，所享受的住房保障待遇从期满下月起自然终止，租住人才周转公寓的，应按我市公共租赁住房管理的有关规定及时退出。享受购房补助的，累计发放补助未达到应发放补助总额的，经市人力资源社会保障局审核并报市人才工作协调小组批准，余额可按原标准和办法继续发放，直至发放完毕。高层次人才离开珠海或不再与我市用人单位履行工作协议，以及考核结果不合格的，所享受的住房保障待遇同时终止。 16 The Zhuhai Human Resources and Social Security Bureau and Urban Housing and Rural Planning and Construction Bureau will keep all the records about housing allowances and grants. 第十六条 市人力资源社会保障局会同市住房城乡规划建设局建立高层次人才或青年优秀人才住房保障档案，实行动态管理，记录高层次人才领取货币补贴的月数、金额以及租住人才周转住房等情况。 Chapter 4 Supervision 第四章 监 督 17 The Inspection Departments, Supervision Departments and Auditing Departments should be responsible for the supervision of housing problems. Behaviors in violation of the provisions or resorting to deception will cause all subsidies to be recovered and violators to be prosecuted according to the law. 第十七条 纪检、监察、审计部门要加强对高层次人才或青年优秀人才解决住房执行情况的监督和检查。对违反规定、弄虚作假骗取货币补贴或周转住房的单位和个人，追回所骗取的货币补贴或周转住房，并依法追究责任。 18 Punishment from other government departments not mentioned in this measure should be disposed according to the related departments. 第十八条 本办法未提及但存在其他政府部门规定的取消或追回高层次人才或青年优秀人才所享受的物质待遇情形的，按有关部门的规定执行。 19 If the staffs of government departments ignore their duties, abuse their power and commit irregularities, an investigation of the administrative responsibility will be made and the violators will be held criminally responsible if their actions are a crime. 第十九条 政府职能部门工作人员在资格审核和监督管理中玩忽职守、滥用职权、徇私舞弊的，要追究行政责任；构成犯罪的，依法追究刑事责任。 Chapter 5 Supplementary Provisions 第五章 附 则 20 The expenses of the housing allowance are disbursed from the Zhuhai Special Fund for Talents Development. 第二十条 本办法所需经费在市人才发展专项资金中列支。 21 This measure shall be explained by the Zhuhai Human Resources and Social Security Bureau. 第二十一条 本办法由市人力资源社会保障局负责解释。 22 The measures will be implemented since the release date. 第二十二条 本办法自印发之日起实施。
