The Provisional Measures for the Working Allowance and Investment Subsidies of Talents in Zhuhai City

珠海市高层次人才工作津贴和

创业项目启动补贴暂行办法

Chapter 1 General Principles

第一章 

1         To attract High-Level Talents and Young Talents to Zhuhai for innovation and investment, these measures below are made in accordance with the “Opinions on Strengthening the High-Level Talents Team Construction in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People’s Government”(Document No. Zhuhai201111).

第一条  为吸引高层次人才和青年优秀人才来珠海创新创业,推动高层次人才队伍建设,根据《中共珠海市委 珠海市人民政府关于加强高层次人才队伍建设若干意见》(珠字〔201111号),制定本办法。

2         High-Level Talents mean the reward holder of the “High-Level Talents in Zhuhai City” award within the term of service. Young Talents mean the reward holder of the “Young Talents in Zhuhai City” Award within the term of service.

第二条  本办法所称高层次人才是指取得《珠海市高层次人才证书》并在管理服务期内的珠海市高层次人才。

本办法所称青年优秀人才是指取得《珠海市青年优秀人才证书》并在培养期内的珠海市青年优秀人才。

3         For the High-Level Talents and Young Talents of “Innovation and Investment” Talent Development Project, Industry Supporting Engineering Talents Project, and Young Talents Cultivation Project, working allowances and investment subsidies will be provided for better development.

第三条  双创人才开发工程、产业人才配套工程、青年优秀人才培育工程的高层次人才及青年优秀人才,通过发放工作津贴、提供创业项目启动补贴等形式,促进人才更好发展。

Chapter 2 The Objects and Conditions

第二章  资助对象和标准

4         Promote the “Innovation and Investment” Talent Development Project and encourage talents to come to Zhuhai for project development, technological innovation and investment.

第四条  大力实施双创人才开发工程,鼓励高层次人才来珠海从事项目研发、技术创新和自主创业。

4.1       Serve as the main researcher in the technological innovation and project development work of the Zhuhai Municipal Science and Technology Department. During the research and development period, a working allowance from the government as listed below will be provided.

4.1.1        For the First-Class Talents: 100,000 RMB per person per year

4.1.2        For the Second-Class Talents: 50,000 RMB per person per year

4.1.3        For the Third-Class Talents: 30,000 RMB per person per year

(一)高层次人才来珠海从事技术创新、项目研发工作,其项目经市级以上科技部门评审立项并担任项目主要研发人员的,在研发期内可按人才层级享受政府提供的工作津贴。

1.属珠海市高层次人才(一级)的,每人每年可享受10万元的工作津贴;

2.属珠海市高层次人才(二级)的,每人每年可享受5万元的工作津贴;

3.属珠海市高层次人才(三级)的,每人每年可享受3万元的工作津贴。

4.2       For the talents who started investment in Zhuhai and have been evaluated and determined, possess more than a 30% share of a business and own actual amount of investment no less than 1,000,000 RMB, Investment Subsidies will be offered by the Zhuhai Municipal People's Government.

4.2.1        For investment in International leading level after evaluation, 1,000,000 RMB will be provided.

4.2.2        For investment in national leading level after evaluation, 500,000 RMB will be provided.

4.2.3        For investment in provincial leading level after evaluation, 300,000 RMB will be provided.

(二)高层次人才带项目来珠海创业并经评审确定立项的,其所占企业股份在30%以上,且实际出资额不少于人民币100万元的,可享受由市政府提供的创业项目启动补贴。

1.创业项目经评审属国际先进水平的,可享受100万元的项目启动补贴;

2.创业项目经评审属国内先进水平的,可享受50万元的项目启动补贴;

3.创业项目经评审属省内先进水平的,可享受30万元的项目启动补贴;

4.3       For the winner of the Leading Talents Award in Guangdong Province and High-Level Talents of the Innovative Research Team, 50% of the special funds of provincial financial support will be provided.

(三)入选广东省引进领军人才、创新科研团队的高层次人才,按照省财政扶持专项工作经费额度二分之一的比例提供配套资金。

5         Promote the Industry Supporting Engineering Talents Project.  A working allowance for the "7 • 50 Project" will be provided:

5.1       For the First-Class Talents: 100,000 RMB per person per year

5.2       For the Second-Class Talents: 50,000 RMB per person per year

5.3       For the Third-Class Talents: 30,000 RMB per person per year

第五条  大力实施产业人才配套工程,为“7·50工程项目培养、引进的高层次人才按层级提供相应的工作津贴。

(一)属珠海市高层次人才(一级)的,每人每年可享受10万元的工作津贴;

(二)属珠海市高层次人才(二级)的,每人每年可享受5万元的工作津贴;

(三)属珠海市高层次人才(三级)的,每人每年可享受3万元的工作津贴。

6         Promote Young Talents Cultivation Project. During the three years of service as Young Talents, a 6,000 RMB working allowance will be offered per person per year.

第六条  大力实施青年优秀人才培育工程,对评定的青年优秀人才,在3年培养期内,每人每年可享受6000元的工作津贴。

Chapter 3 The Application and Payment of the Working Allowance

第三章  工作津贴的申请及发放

7         With individual application and unit recommendation, the working allowance will be granted after evaluation perennially. The Zhuhai Talents Service Window will handle the first review of the applying materials and Zhuhai Human Resources and Social Security Bureau will be in charge of the evaluation and finally grant the working allowance.

第七条  工作津贴采取个人申请、单位推荐、常年受理、核准发放的方式进行。市高层次人才服务窗口统一负责申请材料的受理、初审,市人力资源社会保障局负责申请材料的审核并按规定程序发放工作津贴。

8         Procedures of the application of the working allowance in detail:

8.1       Materials needed:

第八条  工作津贴的申请及发放按下列程序进行:

(一)申请。所需材料如下:

8.1.1        “Application Form of the Working Allowance for High-Levels Talents” or “Application Form of the Working Allowance for Young Talents”

1.《珠海市高层次人才工作津贴申请表》或《珠海市青年优秀人才工作津贴申请表》;

8.1.2        Certificate of “High-Level Talents in Zhuhai City” or “Young Talents in Zhuhai City”

2.《珠海市高层次人才证书》或《珠海市青年优秀人才证书》;

8.1.3        For the working allowance mentioned in Item 1 Article 4, project approval, novelty search report, evaluation report provided by the municipal department of science and technology or above, intellectual property rights certification materials, individual labor contract, letter of appointment or other supporting materials.

3.申请本办法第四条第一款所列工作津贴的,提供研发项目经市级以上科技部门评审立项的立项批文、查新报告、检测报告及知识产权等证明材料;高层次人才与用人单位签订的工作协议(劳动合同)、在研发项目中担任的角色、所承担的任务等证明材料;

8.1.4        For working allowance mentioned in Article 5, labor contract or letter of appointment with "7 • 50 Project".  The "7 • 50 Project" should be the one newly published that year.

4.申请本办法第五条所列工作津贴的,提供与“7·50工程项目单位签订的工作协议(劳动合同)。“7·50工程项目单位以我市当年度最新公布的《“7·50工程项目(企业)培育目录》为准;

8.1.5        For working allowance mentioned in Article 6, the labor contract by Young Talents.

5.申请本办法第六条所列工作津贴的,提供青年优秀人才与用人单位签订的工作协议(劳动合同)。

8.2       First Review.  The Zhuhai Talents Service Window will handle the first review of the applying materials.

(二)初审。市高层次人才服务窗口统一负责申请材料的初审。

8.3       Evaluation.  The Zhuhai Human Resources and Social Security Bureau will be in charge of the evaluation and may conduct site visits when necessary.

(三)审核。市人力资源社会保障局对申请材料进行审核,必要时可进行实地考察。

8.4       Publicity.  The results and standards of the working allowance will be posted for publicity for seven working days by the Zhuhai Human Resources and Social Security Bureau.

(四)公示。市人力资源社会保障局对拟发放工作津贴的对象及标准向社会公示,公示期为七天。

8.5       Payment.  The working allowance will be paid if the public has no objections.

(五)发放。经公示无异议的,按规定程序发放。

9         The working allowance will be paid to the individuals quarterly. The working allowance mentioned in Article 4 and Article 5 cannot be offered at the same time.

第九条  工作津贴每季度发放一次。本办法第四、第五条所列工作津贴不同时享受。

Chapter 4 The Application and Evaluation of the Investment Subsidies

第四章  创业项目启动补贴的申报和评审

10    In accordance with the principles of fairness, justice and open competition and selection, the Zhuhai Human Resources and Social Security Bureau and Zhuhai Science, Industry, Trade and Information Technology Bureau will be responsible for the evaluation of investment subsidies.

第十条 按照公平、公正、公开、竞争择优的原则,由市人力资源社会保障局会同市科技工贸和信息化局负责高层次人才创业项目评审工作。

11    There are Technology Evaluation and Comprehensive Evaluation for the Investment Subsidies. The Technology Evaluation will identify the technical contents, advanced technologies and industrial feasibilities and Comprehensive Evaluation will evaluate the development potentials, market prospects and industry level.

第十一条  高层次人才创业项目评审须经技术评审和综合评审。技术评审负责高层次人才创业项目的技术含量、技术先进性、产业化可行性等技术评估工作,综合评审组负责高层次人才创业项目的发展潜力、市场前景及产业化水平等综合评估。

12    The Zhuhai Human Resources and Social Security Bureau and Zhuhai Science, Industry, Trade and Information Technology Bureau will hire outstanding experts inside and outside the city in related fields to compose the “Investment Subsidies Evaluation Committee” (hereinafter referred to as “the Committee”). The Committee will have several Technology Evaluation groups and Comprehensive Evaluation groups according to different professions. The committee will select projects which can be subsidized. The Zhuhai Human Resources and Social Security Bureau should be responsible for the work of the Committee.

第十二条  市人力资源社会保障局会同市科技工贸信息化局组织聘请市内外各相关行业领域的优秀专家成立高层次人才创业项目评审委员会(以下简称评委会),评委会按照项目专业类别分别成立若干技术评审组和综合评审组。对通过技术评审和综合评审的高层次人才创业项目,由评委会按有关要求择优确定年度拟资助项目。评委会日常工作由市人力资源社会保障局负责。

13    The High-Level Talents Service Window is responsible for the application materials perennially. The evaluation is generally organized once a year. For a key project which promotes the city’s development in high-tech areas, the evaluation process can be initiated at any time.

第十三条 市高层次人才服务窗口统一负责项目申报材料的受理。采取常年受理、集中评审的方式,原则上,每年集中组织一次评审工作;对推动我市高新技术重点领域发展预期将产生关键影响和实现重大突破的项目,可随时启动评审程序。

14    Procedures for Investment Subsidies of Talents in detail:

14.1  Announcement. Make an announcement to the public about the application, policy and evaluation procedures.

第十四条 创业项目启动补贴申报、评审按下列程序进行:

(一)公告。向社会发布项目申报公告,宣传有关政策,公开评审条件和程序等。

14.2  Application. Take the individual application with unit recommendation. Fill in the “Declaration of Zhuhai High-Level Talents Investment Project”, and submit those materials as follows:

14.2.1   Basic personal information, performance certificates and documents;

14.2.2   Supporting materials such as certificates of authentication, novelty searches, test reports, and intellectual property;

14.2.3   Materials related with corporate business, tax registration and articles of association of the company.

(二)申报。采取个人申报、单位推荐的方式。个人填写《珠海市高层次人才创业项目申报书》,并提交以下材料:

1.个人基本情况、主要业绩的相关证书、证件;

2.项目的成果鉴定证书、查新报告、检测报告及知识产权等证明材料;

3.有关企业工商、税务登记及公司章程等相关材料。

14.3  Reconfirmation. The Zhuhai Human Resources and Social Security Bureau and Zhuhai Science, Industry, Trade and Information Technology Bureau will reconfirm the basic personal information, basic project information, tax registration and other related materials. Site visits may be conducted when necessary.

(三)复核。市人力资源社会保障局会同市科技工贸信息化局对申报材料进行核实,重点核实申报人个人基本情况、项目基本情况以及企业工商税务登记等相关证明材料是否属实,必要时可进行实地考察。

14.4  First Verification. The Zhuhai Human Resources and Social Security Bureau and Zhuhai Science and Technology Industry and Trade Information Bureau organize several technical review groups and comprehensive review groups to work on the verification.

(四)初审。市人力资源社会保障局会同市科技工贸信息化局组织评委会,按照项目专业类别分别成立若干技术评审组和综合评审组,对高层次人才创业项目进行技术评审和综合评审。

14.5  Final Evaluation. For projects that have passed the evaluation of technical review groups and comprehensive review groups; the committee will decide the best project of the year and provide subsidies.

(五)终审。对通过技术评审和综合评审的高层次人才创业项目,由评委会按有关要求择优确定年度拟资助项目。

14.6  Publicity. The final results will be posted publicly for seven days by the Zhuhai Human Resources and Social Security Bureau and Zhuhai Science and Technology Industry and Trade Information Bureau.

(六)公示。市人力资源社会保障局会同市科技工贸信息化局对拟资助项目向社会公示,公示期为七天。

14.7  Approval. If the public have no objections, the Zhuhai Human Resources and Social Security Bureau and Zhuhai Science and Technology Industry and Trade Information Bureau will submit the results to the Zhuhai Municipal People's Government for final approval.

(七)审批。经公示无异议的拟资助项目,由市人力资源社会保障局、市科技工贸信息化局上报市政府审批。

14.8  Payment. For projects with the approval of the government, subsidies will be paid as scheduled. 40% of the total amount of the investment subsidies will be paid at first; the rest will be paid in two payment phases within two years.

(八)拨付。对经市政府审批同意正式立项的,按规定程序拨付。首次拨付资助总金额的40%作为创业项目启动补贴,其余部分在2年内根据项目进度分两期拨付。

1         Among the Investment Subsidies and other benefits for Oversea High-Level Talents, applicants can get only one kind of Investment Subsidies. In case there is repetition in benefits, those of a higher order will apply.

第十五条  本办法所列创业项目启动补贴与高层次海外人才享受珠海市留学人员专项资金创业资助,按照就高不重复的原则,不重复享受。

Chapter 5 Management and Evaluation

第五章  管理与考核

16    The annual comprehensive review of the High-Level Talents and Young Talents should focus on innovative research production and individual growth.

第十六条 高层次人才或青年优秀人才年度综合考核过程中,对享受工作津贴的,其创新研发成果、个人成长情况作为重点考核内容。

17    The project should be responsible for the investment subsidies and unit of the project should sign an agreement with the Zhuhai Human Resources and Social Security Bureau and Zhuhai Science and Technology Industry and Trade Information Bureau to clear the research work of the investment projects and industrialization goal and regulate the use of subsidies.

第十七条  创业项目启动补贴资金采取项目管理的形式,项目承担单位需与市人力资源社会保障局、市科技工贸信息化局签订高层次人才创业项目启动补贴资金使用协议书,明确创业项目相关研发及产业化目标,规范创业项目启动补贴资金的使用。

18    The Zhuhai Human Resources and Social Security Bureau, Zhuhai Science and Technology Industry and Trade Information Bureau, Zhuhai Finance Bureau and Zhuhai Audit Bureau should be in charge of the supervision and performance evaluation, tracking effectiveness and making sure the subsidies will be put to good use. The project unit should make a report of the subsidies usage and submit the report to the Zhuhai Human Resources and Social Security Bureau and Zhuhai Science and Technology Industry and Trade Information Bureau.

第十八条 市人力资源社会保障局会同市科技工贸信息化局、市财政局、市审计局负责对高层次人才创业项目启动补贴资金的使用进行监督检查、追踪成效和绩效评价,保证资金的使用效益。每年年末由项目实施单位编制高层次人才创业项目启动补贴资金执行报告,报市人力资源社会保障局、市科技工贸信息化局分别备案。

19    The project unit and individual should be responsible for the accuracy and authenticity of the report. The subsidies will be terminated due to improper use of the subsidies or suspension of the project. If units and individuals defraud subsidies, corresponding liability shall be prosecuted.

第十九条  所资助项目的实施单位或个人对申报材料的准确性和真实性及资金使用情况负责。单位或个人对以上专项补贴资金使用不当或中止项目的,停止发放补贴。单位和个人如有弄虚作假,依法追究相应法律责任。

Chapter 6 Supplementary Provisions

第六章 

20    The Expenses of the Working Allowance and Investment Subsidies are disbursed from the Special Funds of Zhuhai Talents Development.

第二十条  本办法所需经费在市人才发展专项资金中列支。

21    This measure shall be explained by the Zhuhai Human Resources and Social Security Bureau.

第二十一条  本办法由市人力资源社会保障局负责解释。

22    The measures will be implemented since the release date.

第二十二条  本办法自印发之日起实施。
