评选奖励暂行办法

Chapter 1 General Principles

第一章总则

1 To create a good atmosphere of respecting knowledge, talents and creation, and to promote innovation in Zhuhai, these measures below are made in accordance with the “Opinions on Strengthening the High-Level Talents Team Construction in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People's Government”(Document No. Zhuhai〔2011〕11)

第一条为建立健全人才激励机制，营造尊重知识、尊重人才、尊重创造良好氛围，促进创新型珠海建设，根据《中共珠海市委珠海市人民政府关于加强高层次人才队伍建设若干意见》（珠字〔2011〕11号），制定本办法。

2 An award named the Outstanding Talents in Zhuhai City Award (hereinafter referred to as the “Outstanding Talents Award”) has been established. It is to reward outstanding individuals or teams that have made outstanding contributions to the city's economic and social development through various undertakings. This award is organized once every two years. Each award given to individuals or teams should be no more than 2 and the award can be vacant if no one meets the conditions. 5,000,000 RMB will be rewarded by the Zhuhai Municipal People's Government.

第二条设立珠海市杰出人才奖（以下简称“杰出人才奖”），表彰和奖励为我市经济社会各项事业发展做出杰出贡献的优秀个人或团队，每两年评选一次，每届授奖的个人或团队不超过2个，无符合评选条件者可空缺。当选者可获得市人民政府奖励500万元。

3 An award named the Outstanding Contributions Talents in Zhuhai City Award (hereinafter referred to as the “Outstanding Contributions Talents Award”) has been established. It is to reward individuals that have made outstanding contributions in the field of the city's scientific research, technology, skills, culture or management. This award is organized once every two years. Each award given to individuals should be no more than 10. 500,000 RMB will be rewarded by the Zhuhai Municipal People's Government.

第三条设立珠海市突出贡献人才奖（以下简称“突出贡献人才奖”），表彰和奖励在我市科研、技术、技能、文化和管理等领域做出突出贡献的优秀人才，每两年评选一次，每届授奖人数不超过10人。当选者可获得市人民政府奖励50万元。

4 The selection procedures of the Outstanding Talents Award and Outstanding Contributions Talents Award adhere to just, fair and transparent principles and pay attention to professional and social recognition. Outstanding work performance, scientific research and innovation are all essential.

第四条杰出人才奖和突出贡献人才奖的评选遵循公开、公平、公正的原则，注重业内认可和社会认可，突出工作实绩、科研成果和创新创造。

5 The work of the Outstanding Talents Award and Outstanding Contributions Talents Award are formulated by the Talents Work Coordination Group and implemented by the office of the Talents Work Coordination Group (hereinafter referred to as the City Talents Office).

第五条杰出人才奖和突出贡献人才奖评选工作由市人才工作协调小组统筹，由市人才工作协调小组办公室（以下简称市人才办）组织实施。

Chapter 2 Conditions

第二章评选条件

6 The Outstanding Talents Award and Outstanding Contributions Talents Award have no limits of nationality, region, household registration and identity.

第六条　杰出人才奖和突出贡献人才奖评选不受国籍、地域、户籍和身份的限制。

7 Participants for the Outstanding Talents Award should be law-abiding, have a record of excellent performance, hold a good work ethic and have one of the following conditions:

第七条申报杰出人才奖的个人或团队应当遵纪守法，业绩突出，有良好的职业道德，并具备下列条件之一：

7.1 Participants may have excellent performance and make great contributions to the city’s economic and social development.

（一）在我市经济建设或现代产业发展中业绩卓越，为我市经济社会发展做出巨大贡献；

7.2 Participants may make research findings that reach the international and domestic leading level in the field of natural science, agricultural science, medical science, engineering and technological sciences, humanities and social science, and make a significant contribution to scientific progress for the city.

（二）在自然科学、农业科学、医药科学、工程与技术科学、人文与社会科学等领域取得国际国内领先水平的研究成果，为我市科学进步做出巨大贡献；

7.3 Participants may make significant discoveries in modern science and technologies, make important achievements in scientific and technological innovation and the transformation and industrial application of new and high technology, make systematic and innovative achievements in city's major projects, major construction projects, and major technological transformations, solve key technical problems, and create major economic or social benefits.

（三）在当代科学技术前沿取得重大发现，在科学技术创新、科学技术成果转化和高新技术产业化中取得重要成果，或在我市重大工程、重大建设项目、重大技术改造等工作中取得重大的系统性、创新性成果，解决了重大的关键性技术难题，创造了巨大的经济效益或社会效益；

7.4 Participants may make independent innovation in new products, new technologies, new techniques, new equipment, new materials and new energy development and utilization and develop core technologies with independent intellectual property rights which format brand-name products with strong market competitiveness to obtain huge economic and social benefits.

（四）在新产品、新技术、新工艺、新装备、新材料、新能源开发利用方面进行自主创新，开发出具有自主知识产权的核心技术，并形成市场竞争力强、主导产业发展的名牌产品，取得巨大的经济效益或社会效益；

7.5 Make significant innovations in other areas to create major economic and social benefits.

（五）在其他领域取得重大创新成果，创造了巨大的经济效益或社会效益。

8 Participants for the Outstanding Contributions Talents Award should be law-abiding, have a good work ethic and have met one of the following conditions in the past five years:

第八条申报突出贡献人才奖者应当遵纪守法，有良好的职业道德，并且在近五年来，取得以下业绩之一：

8.1 Participants may have an invention patent award of provincial level or above and national or international science and technology award, and hence achieve great economic and social benefits, or have a significant impact in the field of science

（一）获得省级以上发明专利奖或国际、国家科技奖项，并由此为本市取得重大经济或社会效益，或在科学领域产生重大影响；

8.2 Participants may make outstanding contributions in the field of high-tech, high-end manufacturing, high-end services and strategic emerging industries, which obtain obvious economic and social benefits and have a great impact in China.

（二）在高新技术、高端制造、高端服务业及战略性新兴产业中为本市做出突出贡献，经济效益和社会效益显著，并在全国产生较大影响；

8.3 Participants may make outstanding achievements in culture, art, press, publishing, radio, film, television, culture, sports and other social science fields, make remarkable contributions, gain great social benefits, have great international or domestic influence; have creative uniqueness in the city’s teaching and research work, enjoy a high reputation in China; make outstanding contributions in the diagnosis, treatment, prevention, control and scientific research of critical diseases, and lead in the continuous development of the subject.

（三）在文化、艺术、新闻、出版、广播、电影、电视、文物、体育等社会科学领域为本市取得优异成绩、做出突出贡献，社会效益显著，并在国际或国内产生较大影响；在本市科研教学工作中，其学术研究、教学理论、方法和管理上有独特创造，成绩显著，在全国享有较高声誉；在重大疾病的诊断治疗、预防控制和科技创新中为本市做出突出贡献，能凝聚优秀团队和带领本学科持续发展；

8.4 Participants may have high technical skills and advanced operational skills in technology innovation and contribute to the popularization and application of advanced technology skills to create significant economic and social benefits for the city.

（四）在职业技能领域，具有高技艺技能，在技术革新改造中，总结出先进的操作技能方法，在推广应用先进技术技能等方面为本市创造显著经济或社会效益；

8.5 Make significant innovations in other areas to create major economic and social benefits.

（五）在其他领域工作中，取得优异成绩，对促进我市经济和社会发展做出突出贡献。

Chapter 3 Procedures for the Outstanding Talents Award

第三章杰出人才奖评选程序

9 The City Talents Office employs experts inside and outside the city to compose the Committee for Outstanding Talents Award. The Committee has 1 chairman, 2 to 4 vice chairman, several members and expert review groups. There is an appointment system for the experts and each expert only has one term of service.

第九条市人才办聘请市内外有关专家组成杰出人才奖评选委员会。评选委员会设主任委员1名、副主任委员2-4名、评委若干名，并设若干专家评审组。评选委员会和专家评审组评委实行聘任制，一届一聘。

10 Procedures in detail for Outstanding Talents Award

第十条杰出人才奖评选按以下程序进行：

10.1All the conditions and procedures shall be announced to the public.

（一）公告。向社会公布评选范围、条件和工作程序等。

10.2 Candidates or teams of the Outstanding Talents Award should be recommended by the following units or experts:

10.2.1 The Party Committee of the district (Economic Function District) and People's Government (Administrative Committee)

10.2.2 City departments

10.2.3 National or provincial units stationed in Zhuhai

10.2.4 Joint recommendation of more than three senior experts in the same field

（二）推荐。杰出人才奖候选人或团队由下列单位或专家推荐:

1．各区（经济功能区）党委、人民政府（管委会）；

2．市直有关部门；

3．中央、省驻珠单位；

4．同一领域3名以上正高级专家联名推荐。

10.3All the materials should be collected by the City Talents Office. Fill in the “Application Form for the Outstanding Talents Award” and submit relevant materials of certifications and performance to those responsible for establishing their authenticity. The recommended units or experts and City Talents Office will make the first verification to guarantee authenticity and reliability. Finally all the materials will be submitted to the Committee.

（三）审核。市人才办统一受理申报资料。被推荐对象需填写《珠海市杰出人才奖申报书》，报送相关业绩、事迹证明材料，并对申报书及有关材料的真实性负责。推荐单位或专家、市人才办分别对申报书及有关材料进行初审、复审，保证其真实、可靠。经审核符合条件的提交评选委员会评审。

10.4Identification The first round of selection is led by the expert review groups and then submitted to the Committee vote. The voting members should be more than 2/3 of the total Committee members. Individuals or teams which gain more than 2/3 votes of the voting members will be elected reward candidates or teams.

（四）评审。由专家评审组进行第一轮评选，再提交评选委员会进行票决。评选投票须由三分之二以上评选委员会评委参加方为有效，获到会评选委员会评委三分之二以上赞成票者按应选名额和得票多少，确定拟奖励人选或团队。

10.5Investigate. Comprehensive investigations will be conducted by experts of the City Talents Office for the reward candidates or teams.

（五）考察。拟奖励人选或团队确定后，由市人才办组织专家考察组对其进行全面考察。

10.6Publicity. After the investigations, the results of the final proposed candidates or teams will be posted for publicity for seven working days. During the publicity period, any unit or individual can submit objections to the results. The objections shall be affixed with the official seal of the unit or the true name of the individual. The relevant departments and units of the reward candidates or teams will verify the situation, provide the inspection report and submit it to the Committee for the final decision. The City Talents Office will report the results to the Zhuhai Talents Work Coordination Group and inform the objection and recommended units or experts.

（六）公示。考察通过并经市人才办报市人才工作协调小组审核后，在媒体上公示七天。公示期间，任何单位和个人对拟奖励人选或团队有异议的，可向市人才办提交异议书，异议书应加盖单位公章或署个人真实姓名。由有关部门会同拟奖励人选或团队所在单位对异议情况进行核查，并提供核查报告，提交评选委员会裁定。市人才办向市人才工作协调小组报告异议核查情况和裁定结果，并将相关情况通知异议方和推荐单位或专家。

Chapter 4 Procedures for Outstanding Contributions Talents Award

第四章突出贡献人才奖评选程序

11 The City Talents Office employs experts inside and outside the city to compose the Committee for Outstanding Contributions Talents Award. The Committee has 1 chairman, 2 to 4 vice chairman and several members. There are two Field Groups called the Natural Science Group and Social Science Group (Each group has 9 members), several Profession Groups (Each group has 7 members) and several Specialty Groups (Each group has 5 members). There is an appointment system for the experts, and each expert only has one term of service.

第十一条市人才办聘请市内外有关专家组成突出贡献人才奖评选委员会。评选委员会设主任委员1名、副主任委员2-4名、评委若干名。评选时设自然科学和人文社会科学两个领域组（每组由9名评委组成）、若干个行业组（每组由7名评委组成）和若干个专业组（每组由5名评委组成）。评委实行聘任制，一届一聘。

12 The Procedures for the Outstanding Contributions Talents Award

第十二条突出贡献人才奖评选按以下程序进行：

12.1All the conditions and procedures shall be announced to the public.

（一）公告。向社会公布评选范围、条件和工作程序等。

12.2Recommendations There are several ways of Recommendation: Recommended by units or experts of the same field:

12.2.1 Recommended by Units The candidates nominated by the unit should be posted for publicity for seven working days. If there are no objections, fill in “Outstanding Contributions Talents Award”, submit relevant materials of certifications and performance to those responsible for establishing their authenticity. Each unit recommended candidate is generally not more than 1.

12.2.2 Recommended by Experts of the Same Field A joint written recommendation by more than 3 senior experts of the same field is needed. Fill in the “Outstanding Contributions Talents Award”, submit relevant materials of certifications and performance to those responsible for establishing their authenticity.

（二）推荐。采取单位推荐或同行专家推荐两种方式。

1．单位推荐。用人单位经集体研究提出"突出贡献人才奖"推荐人选，并在所在单位公示七天。公示无异议的，填写《珠海市突出贡献人才奖申报书》，报送相关业绩、事迹证明材料，并对申报书及有关材料的真实性负责。每个单位推荐人数一般不超过1名。

2．同行专家推荐。由同一领域3名以上正高级专家联名书面推荐，个人填写《珠海市突出贡献人才奖申报书》及报送相关业绩、事迹证明材料，推荐专家对申报书及有关材料的真实性负责。

12.3All the materials should be collected by the City Talents Office. The City Talents Office conducts qualification inspection first, and then the qualified materials will be submitted to the Committee.

（三）审核。市人才办统一受理参评材料，并对参评人员进行资格审查，符合条件的提交评选委员会评审。

12.4 The detailed selection procedures of the Committee

（四）评审。评选委员会对参评人进行评审。评审程序如下：

12.4.1 First Round: Nominated by a Specialty Group. Divide the participants into different groups according to their majors. The Specialty Group shall vote in accordance with the performance, achievement and contributions of the participants. Participants will be nominated by vote. No more than 4 participants can be nominated by each group.

1．专家组提名（第一轮）。按参评人所属学科（专业）划分若干专业组，各专业组按照评选条件对参评人的业绩、成果和贡献等进行评价、投票，并按得票多少确定提名人选，每组提名人选不超过4名。

12.4.2 Second Round: Recommended by the Profession Groups. Divide the participants into different groups according to their professions. The Profession Groups shall evaluate and vote to decide on the recommended participants. No more than 5 participants can be recommended by each group.

2．行业组推荐（第二轮）。按被提名人所属行业，划分若干行业组，对被提名人进行评价、投票，并按得票多少确定推荐人选，每组推荐人选不超过5名。

12.4.3 Third Round: Identified by the Field Group. Divide the participants into the Natural Science Group and Social Science Group. Proposed candidates will be decided on after the identification and vote of the Field Group at ratio of 1:1.5. Winning candidates must have more than half of the vote.

3．领域组审议（第三轮）。按被推荐人所属领域划分为自然科学和人文社会科学2个领域组，对被推荐人进行审议、投票。按分配名额1 ：1.5的比例和得票多少确定候选人。候选人得票必须达到半数以上。

12.4.4 Fourth Round: Approved by the Committee. The Committee members will vote for the final proposed candidates at ratio of 1:1. Winning candidates must have more than half of the vote.

4．评选委员会确定（第四轮）。评选委员会对候选人进行审议、投票，按分配名额1 ：1的比例和得票多少确定拟奖励人选。拟奖励人选得票必须达到半数以上。

12.5Investigate. Comprehensive investigations will be conducted by experts of the City Talents Office for the reward candidates or teams.

（五）考察。拟奖励人选确定后，由市人才办组织专家考察组对其进行全面考察。

12.6Publicity. After the investigations, the results of the final proposed candidates or teams will be posted for publicity for seven working days. During the publicity period, any unit or individual can submit objections to the results. The objections shall be affixed with the official seal of the unit or the true name of the individual. The relevant departments and units of the reward candidates or teams will verify the situation, provide the inspection report and submit it to the Committee for the final decision. The City Talents Office will report the results to the Zhuhai Talents Work Coordination Group and inform the objection and recommended units or experts.

（六）公示。考察通过并经市人才办报市人才工作协调小组审核后，在媒体上公示七天。公示期间，任何单位和个人对拟奖励人选有异议的，可向市人才办提交异议书，异议书应加盖单位公章或署个人真实姓名。由有关部门会同拟奖励人选所在单位对异议情况进行核查，并提供核查报告，提交评选委员会裁定。市人才办向市人才工作协调小组报告异议核查情况和裁定结果，并将相关情况通知异议方和推荐单位或专家。

Chapter 5 Prize Award

第五章授奖

13 The results of the Outstanding Talents in Zhuhai City and Outstanding Contributions in Zhuhai City should be submitted to the Zhuhai Party Committee and Zhuhai Municipal People's Government by the Zhuhai Talents Work Coordination Group.

第十三条杰出人才奖和突出贡献人才奖拟奖励人选由市人才工作协调小组报市委、市人民政府审批。

14 The Zhuhai Party Committee and Zhuhai Municipal People's Government will award the “Certificate of Outstanding Talents in Zhuhai City”, “Certificate of Outstanding Contributions in Zhuhai City” and bonus to the award winners. For the “Outstanding Talents in Zhuhai City”, a one-time award of 5 million RMB will be rewarded. 50% of the bonus will be given to the individual or teams and the other 50% of the bonus will be used as the working expenses. For the “Outstanding Contributions in Zhuhai City”, all of the bonus will be given to the award-winner.

第十四条市委、市人民政府向杰出人才奖或突出贡献人才奖获得者颁发《珠海市杰出人才奖荣誉证书》或《珠海市突出贡献人才奖荣誉证书》和奖金。杰出人才奖获得者一次性奖励500万元，其中50%属获奖个人或团队所得，50%作为获奖个人或团队的专项工作经费；突出贡献人才奖奖金全部属获奖者个人所得。

15 The expense and bonus of the Outstanding Talents in Zhuhai City and Outstanding Contributions in Zhuhai City are disbursed from the Zhuhai Special Fund for Talents Development.

第十五条杰出人才奖和突出贡献人才奖评选经费及奖金在市人才发展专项资金中列支。

Chapter 6 Supervision and Discipline

第六章监督及纪律

16 The avoidance system should be applied throughout the entire process of selection, which means relatives, friends or anyone else who is connected to the participants are not allowed to serve as judges and staff.

第十六条评选全过程实行回避制度。与参评人有近亲或利害关系的人员，均不得担任评委和相关工作人员。

17 The information, process and results of the entire selection work should be made in public to accept social supervision. Any unit or individual is entitled to complain or report objections or violations to the relevant departments and inspection & supervision departments.

第十七条评选工作要做到信息公开、过程公开、结果公开，接受社会的监督。任何单位和个人均有权向评选实施部门、纪检监察部门投诉或举报违反本办法的行为。

18 All the staff must comply with the relevant provisions, conscientiously perform their duties, and shall not be engaged in malpractices for selfish benefits.

第十八条评选实施部门和工作人员，要遵守有关规定，认真履行职责，不得玩忽职守、营私舞弊。

19 The judges must comply with the relevant provisions of this approach, adhere to the principles and standards, and make objective evaluations with justice and fairness. The selection process is strictly confidential.

第十九条评委要遵守本办法的相关规定，坚持评选原则和标准，对参评人作出客观、公正、公平的评价，并对评选情况严格保密。

20 If judges, recommendation organizations or experts are responsible for plagiarism, infringing upon the results of others, providing false data and materials or using other improper means to cheat or assist others in cheating, the Zhuhai Talents Work Coordination Group shall take revoke the award and bonus and deal with the responsible person in accordance with discipline and law.

第二十条参评人、推荐组织或专家有剽窃、侵夺他人成果，或者以提供虚假数据、材料等不正当手段骗取或协助他人骗取奖励等行为的，由市人才工作协调小组报请市委、市人民政府批准后，撤销奖励，追回奖金，并对相关责任人依法依纪予以处理。

21 The judges and staff who have one of the following circumstances shall terminate their participation in the selection process and be investigated for criminal responsibility according to the law:

21.1 Bribery;

21.2 Disclosure of work secrets;

21.3 Fraud and corruption;

21.4Other acts in violation of the rules and regulations that affect the impartial selection.

第二十一条评委及相关工作人员在评选过程中有下列情形之一的，应当终止其参与评选工作，并根据情节轻重，给予党纪政纪处分，构成犯罪的，依法追究刑事责任：

（一）受贿；

（二）泄露工作秘密；

（三）弄虚作假、徇私舞弊；

（四）其他违反评选纪律和规定，影响公正评选的情形。

Chapter 7 Supplementary Provisions

第七章附则

22 This measure shall be explained by the Zhuhai Communist Party Organization Department.
