The Provisional Measures for Children’s Schooling and Spouses’ Employment of the High-Level Talents in Zhuhai City 珠海市高层次人才子女入学和 配偶就业促进暂行办法
Chapter 1 General Principles 第一章 总 则 1 For the better development of the environment for the High-Level Talents, these measures below are made in accordance with the “Opinions on Strengthening the High-Level Talents Team Construction in Zhuhai City from the Zhuhai Municipal Committee of the CPC & Zhuhai Municipal People’s Government”(Document No. Zhuhai〔2011〕11). 第一条 为进一步加强高层次人才队伍建设，尽可能减少高层次人才的后顾之忧，营造良好的人才环境，根据《中共珠海市委 珠海市人民政府关于加强高层次人才队伍建设若干意见》（珠字〔2011〕11号），制定本办法。 2 High-Level Talents means the reward holder of the “High-Level Talents in Zhuhai City” Award within the term of service. 第二条 本办法所称高层次人才是指取得《珠海市高层次人才证书》并在管理服务期内的珠海市高层次人才。 Chapter 2 Schooling for Children of High-Level Talents 第二章 高层次人才子女入学 3 The Zhuhai administrative departments of education should be responsible for the implementation of schooling for children of High-Level Talents. Other related departments should offer assistance for the implementation. 第三条 市教育行政部门负责我市高层次人才子女入学解决办法的组织实施。各级政府和教育行政部门及中小学校要高度重视高层次人才子女的入学工作，积极采取措施，为高层次人才子女的入学提供保障，确保本办法的贯彻落实。 4 Children of the High-Level Talents can enjoy equal schooling treatment with local permanent residents which is twelve years of free education. 第四条 高层次人才子女（含本市户籍和非本市户籍的，下同）入学，享受本市户籍学生同等待遇，实行十二年免费教育。 5 The children of the High-Level Talents can choose the public school which is near their house or their parents’ work unit. This work should be arranged by education departments of the city or district. 第五条 高层次人才子女申请就读我市义务教育阶段学校的，按照“免试就近入学”原则，由市、区教育部门统筹协调，安排在其父母房产所在地、工作单位或居住地相对就近的公办学校就读。 6 The children of the High-Level Talents who come to Zhuhai during their high-school period can choose the school of the same level after evaluation. This work should be arranged by education departments. 第六条 在外地就读高中阶段学校的高层次人才子女申请转学到我市就读的，按与原就读高中学校等级相当的原则，经学校考核后，由教育部门协调安排。 7 The children of the High-Level Talents who come to Zhuhai during their middle school period can have equal opportunity to apply for high school with local permanent residents. 第七条 在我市初中就读的高层次人才非本市户籍子女经市招生办审核，可享受本市户籍初中毕业生同等的报考高中阶段学校资格。 Chapter 3 Assistance with the Employment of Spouses of the High-Level Talents 第三章 高层次人才配偶就业促进 8 For the employment issue of the spouses of the High-Level Talents, both parties of the employer and the employee should be satisfied with the appointment and certain arrangements will be made if necessary. Related departments will offer assistance according to the different capabilities of the spouses in various ways. 第八条 解决高层次人才配偶就业问题，坚持“双向选择为主、统筹调配为辅”的原则。高层次人才通过我市评定时，其配偶不在珠海市就业或处于非就业状态的，根据其配偶原就业情况及个人身份、任职能力等条件，通过多种渠道、采取多种方式，有重点、分层次协助解决。 9 The work should be completed by the Zhuhai Human Resources and Social Security Bureau of the city or district. 第九条 高层次人才配偶就业问题由市、区人力资源社会保障局统筹协助解决。 10 Various types of employers such as party and government departments, enterprises, institutions and social groups should all offer assistance when it is necessary. 第十条 全市各类用人单位，包括党政机关、企事业单位、社会团体，应积极协助解决高层次人才配偶就业问题。 11 The Human Resources Development and Management Service Center will establish and perfect the employment information database. Human resource departments of the city or district and other private human resource departments should cooperate with the Human Resources Development and Management Service Center for the employment of the spouse. 第十一条 市人力资源开发管理服务中心负责建立和健全全市高层次人才配偶就业信息库，会同市、区政府所属人力资源服务机构和其他民营人力资源服务机构积极推荐高层次人才配偶就业。 12 Procedure in detail: 12.1 Spouses with the status of civil servants can be assigned to certain units according to the Civil Servant Law. Work at government departments, institutions or mass organizations can be arranged by related departments. These arrangements should be made by the Human Resources Executive Department. 12.2 For other circumstances, public human resource departments and other private human resource departments will make arrangements according to the actual situation. 第十二条 高层次人才配偶就业按以下方式解决： （一）属公务员身份的，可根据本人专长，由人力资源行政部门联系安排到机关或参照公务员法管理单位工作；属机关工勤人员或事业单位在编在岗人员的，由人力资源行政部门联系安排到事业单位工作；涉及人员编制问题由编制管理部门统筹解决。 （二）其他情形的，由各级政府所属人力资源服务机构和其他民营人力资源服务机构根据个人情况多渠道协助推荐就业。 13 For unsolved problems, refer to the following procedures: 13.1 Attend open recruitment with the same treatment as local permanent residents. 13.2 Spouses with the following items can join the city's Employment Assistance System: 13.2.1 Males over the age of 45 and females over the age of 35; 13.2.2 Suffering from illness or physical disability; 13.2.3 Low educational levels or lack of appropriate skill levels; 13.2.4 Continuously unemployed for six months and have not be able to obtain a job 第十三条 按本办法第十二条所列方式仍不能解决就业问题的高层次人才配偶，可采取下列方式解决： （一）参加我市事业单位公开招聘的，非本市户籍人员可按珠海市户籍人员条件报考。 （二）符合下列条件之一的，可纳入我市就业援助体系，由市各级人力资源社会保障部门会同人力资源市场根据相关规定，同等条件下优先协助其解决就业问题： 1．男性年满45周岁、女性年满35周岁及以上的； 2．因患有疾病或身体残疾而导致就业困难的； 3．因学历层次较低或技能水平不足而导致就业困难的； 4．连续失业半年仍未能就业的。 14 Encourage spouses to look for jobs on their own or make investments. Spouses with investments can enjoy some preferential policies such small secured loans according to relevant regulations. 第十四条 鼓励高层次人才配偶自谋职业、自主创业。自主创业的可按相关规定享受小额担保贷款等扶持自主创业的优惠政策。 15 Encourage spouses to join vocational skills training. Certain subsidies can be provided according to relevant regulations. 第十五条 鼓励高层次人才配偶积极参加职业技能培训，按现行有关政策享受职业技能培训和鉴定补贴。 16 Encourage all kinds of organizations to offer assistance for the employment of the spouse. Social insurance subsidies will be provided according to relevant regulations. 第十六条 鼓励各类用人单位积极协助解决我市高层次人才配偶就业问题。对接收高层次人才配偶就业的企业按现行有关政策给予社会保险补贴。 17 Actively recommend organizations which have offered great assistance to the employment for spouses of High-Level Talents. 200 RMB will be rewarded to the organizations which have successfully arranged employment for the individual. 第十七条 对积极推荐高层次人才配偶就业、成效突出的各级政府所属人力资源服务机构、其他民营人力资源服务机构予以通报表扬。对帮助高层次人才配偶实现就业的人力资源服务机构或其他民营人力资源服务机构，每成功一人给予200元的补贴。 Chapter 4 Supplementary Provisions 第四章 附 则 18 This measure shall be explained by the Zhuhai Education Department and Zhuhai Human Resources and Social Security Bureau. 第十八条 本办法由市教育局、市人力资源社会保障局负责解释。 19 The measures will be implemented since the release date. 第十九条 本办法自印发之日起实施。
